본 연구의 목적은 고속철도 개통에 따른 지역별 접근도 변화를 분석하고, 이를 이용하여 지역별 고용 및 인구변화를 예측하는 것은 물론, 이러한 예측에 기초해 경부 및 호남고속철도의 완전개통이 국토의 균형발전에 미치는 영향을 분석하는데 있다. 본 연구에서는 3가지 유형의 공간계량경제모형을 적용하여 본 연구와 같이 공간자료를 이용한 횡단면분석에서 혹 야기될 수 있는 공간적 종속성과 자기상관성에 따르는 통계적 문제점을 최소화하였다. 본 연구에서 밝혀진 주요 연구결과를 요약하면 다음과 같다. 첫째, 고속철도 개통을 기 경험한 선진국의 사례에 따르면 고속철도 개통에 따른 지역 간 경제력의 차이가 더욱 심화될 가능성이 있다. 특히 고속철도 정차역과의 연계망이 잘 구비되지 않은 지역일수록 이러한 격차는 더욱 심화되는 것으로 나타났다. 둘째, 우리나라의 경우 고속철도 개통에 따라 지역 간 격차는 더욱 확대될 가능성이 높은 것으로 분석되었다. 이러한 경향은 경부고속철도와 호남고속철도의 전용선이 완비된 이후 더욱 확대될 가능성이 있는 것으로 분석되었다. 이러한 문제점을 해결하기 위해 본 연구에서는 비정차 지역에 대한 기타 연계 교통망의 확충, 정차역 주변지역에 대한 역세권 개발, 지역경제 활성화 대책 마련 및 주변지역과의 연계망 강화를 통한 범정부 차원에서의 균형발전 제고노력을 제시하였다.
Abstract
present study intends to evaluate impacts of high-speed rail transit on population distribution in Korea. Does the initiation of the transit result in the population dispersion from such developed regions as Seoul or Busan? Does construction of high-speed rail transit lead to the reduced regional disparities in terms of population distribution? To answer these questions, we construct a spatial econometrics model and simulation analyses are carried out for two alternative hypothetical scenarios of the rapid rail transit network of which the first step would be initiated in 2007, 2012. We found that cities linked to the rapid rail corridor have population gains, however, other regions remoted from the corridor expected to lose the net migration. The loss is predicted to be particularly serious for KangWon and Northern Jolla that are far distant from the main corridor. We also found that rural areas in all regions will be losers in net population migration. The most important finding in this study, however, is that the rapid rail transit might increase the regional disparities. The present study concludes with suggesting some policy implications that may alleviate the disparities caused by the rapid rail transit.
