주민참여형 마을단위계획에서 자치구 역할에 관한 연구 - 서울시 휴먼타운과 경관협정을 사례로 -

Abstract

In Seoul, Participatory Community Planning(PCP) has been evolved in various ways. As PCP is established on the basis of the citizen participation and regional characteristics, the role of local governments being magnified newly. This study aims to analyse the local government’s role and suggest improvement directions in PCP. For this purpose, two representative cases in Seoul, the ‘Human-town’ and ‘Agreements for Landscape’ were analyzed into three elements; The role sharing between the Seoul metropolitan and local governments, planning conditions, and planning process. First, PCP is carried out by verticality system. Since most authorities are in the Seoul metropolitan government, local governments assist and stay in a passive role. Second, local governments has a limit to lead the planning due to a shortage of the professional manpower and budget. Under these circumstance, while the responsibilities of establishment is in Seoul metropolitan government and implementation is in local governments, there are some problems of severance and work duplication by phases between Seoul metropolitan government and local governments. In order to improve such these problems, first, it is necessary to reset the role system with strengthen the establishment authority of local governments. Second, local governments need to secure the professional manpower and budget. Furthermore, the institutionalization of PCP is required for community-based planning system.
