우리나라 참여형 도시계획의 추세 및 특성에 대한 연구: 청주, 수원, 서울의 2030년 도시기본계획을 중심으로

본 연구는 청주, 수원, 서울의 2030년 도시기본계획 수립과정에서 진행된 주민참여에 대해 수립절차별 주민참여 수준과 주민참여 유형을 평가 및 비교함으로써 국내 참여형 도시계획의 특성을 도출하고, 나아가 그 지향점을 제시하고자 하였다. 이를 위하여 각 대상의 주민참여 과정을 정리 및 요약하여 주민참여 수준을 파악하고, 이에 대하여 주민참여 유형을 분류함으로써 특성들을 도출하였다. 분석결과, 청주, 수원, 서울의 각 참여형 도시계획 사례들은 수립절차별 주민참여 수준이 각기 다르게 나타나는 것을 확인할 수 있었으며, 주민참여 유형 분류에 있어서는 2030년 청주도시기본계획은 ‘집중된 참여’유형, 2030년 수원도시기본계획은 ‘수직적 참여’유형, 2030 서울플랜은 ‘강렬한 참여’유형에 가까운 것으로 분석되었다. 이를 바탕으로 국내 참여형 도시계획의 특성을 도출한 결과, 첫째, 계획 초기단계에서 주민참여 수준이 매우 낮고, 둘째, 참여 시민의 구성방안에 일관성이 보완될 필요가 있으며, 셋째, 일반 시민들의 참여가 제한적이어서 이에 대한 보완이 필요하다는 특성을 도출하였다. 그리고 이에 대한 개선방향과 함께 향후 주민참여를 위한 체계적인 운영 플랫폼 구축을 통한 다양한 참여 활성화 방안을 제시하였다.
Abstract
The purpose of this study is deriving characteristics, trends, and improvements of participatory urban planning in Korea. For this study, comparing the participation levels and types of participatory processes with 2030 master plans for Cheongju, Suwon, and Seoul. The analysis shows that Cheongju, Suwon, and Seoul case have different participatory levels in planning processes, and each case has been classified into 'Focused consultation', 'Vertical participation', and 'Intense participation' types. Derived the characteristics from them. First, participation levels in the early stages of planning are very low. Second, There were no consistency to organize participation groups. Third, participation of the general public is limited. The ways to improve these, proposed the public participation platform through the diverse channel activation.
