초록

이 연구는 2010년 제2차 유네스코 세계문화예술교육대회에서 선포된 <서울어젠다: 예술교육 발전목표>에 기초하여예술교육의 지속가능한 발전 정도를 점검할 수 있는 문화예술교육지속발전지수(Sustainable Development for Arts Education Index, SAEI)의 정성지표(체크리스트)를 고안하고 타당성을 검증하기 위해 진행되었다. 문화예술교육의특수한 맥락에서 발생하는 성과를 신중히 점검하기 위해서는, 단순 통계수치에 의존하는 방식이 아닌 참여 주체의‘의도’와 ‘노력의 정도’ 등을 가늠해 볼 수 있는 정성적 접근 또한 반드시 필요하기 때문이다. 결과적으로 본 연구는6차례의 자문을 거쳐 서울어젠다의 상위목표와 실천전략 및 시행지침을 근거로, 문화예술교육의 지속가능성에 영향을미치는 3개의 핵심지표와 13개의 하위지표를 도출하고, 이를 정성적으로 측정할 수 있는 총 48개의 문항 초안을구성하였다. 이후 델파이 조사(n=20)를 통해 고안된 문항의 내용타당도(CVR)를 점검하고 분야별 전문가들의 수정의견을반영하여 총 39개의 최종문항을 도출했다. 마지막으로, 개발된 정성지표의 활용가능성을 확인하기 위해 2018년과2019년에 걸쳐 총 35명의 전문가를 대상으로 두 차례의 시범측정을 시도하고 결과를 산출하였다. 서울어젠다에 의거하여매해 세계문화예술교육주간이 한국에서 열려온 지난 10년간, 한국의 문화예술교육정책은 압축적으로 성장해 왔다. 한국뿐 아니라 유네스코 회원국의 만장일치로 채택된 서울어젠다의 함축적 목표와 방향성을 기반으로, 본 연구의결과가 부분적으로나마 문화예술교육의 발전목표와 성과의 정도를 파악하는 측정지표로 활용될 수 있기를 기대한다.

Abstract

The purpose of this study is to develop qualitative indicators based on the Seoul Agenda: Goals for the Development of Arts Education, which was proclaimed at the 2nd World Conference on Arts Education. The index, named as Sustainable development for Arts Education Index (SAEI), was designed to both quantitatively and qualitatively measure 1) Accessibility, 2) Quality Assurance, and 3) Social and Cultural Impact of arts education based on the three goals and 13 strategies of the Seoul Agenda. This article solely focused on the qualitative part for evaluating the performance of the Seoul Agenda. The framework of SAEI as well as each core and sub indicators’ definition and concept were reviewed by domestic experts (n=20) in the field of social science, arts education and policy. For developing qualitative indicators, 48 questions were composed based on six meetings of the experts’ consultations. After the six meetings of the experts’ consultations, Delphi survey were applied to the experts (n=20) to test the Content Validity Ratio (CVR). As a result, a total number of 39 questions were selected as the qualitative indicators of measuring the performance of Seoul Agenda. Lastly, the two sets of pilot surveys were conducted to test the applicability of the developed qualitative indicators in the year of 2018 (n=20) and 2019 (n=15). We believe that the implications of this study may contribute to design and evaluate effective arts education programs and policies through a comprehensive understanding by qualitatively assessing the domestic performance of the Seoul Agenda.
