문화예술교육의 질적 성장을 위한 지역문화정책의 방향성 및 과제

2010년 서울어젠다가 선포된 이후 최근까지 우리나라의 문화예술교육은 폭발적으로 성장하였다. 그 성장의 특징은 주로 양적 확대에 있었는데, 이는 우리나라에서 문화예술교육 패러다임이 태동하며 정착된 것이 정책을 중심으로 추진되었기 때문에 나타날 수밖에 없었던 특징이었다. 이제 우리가 고민해야 하는 것은 이미 전환기에 들어서 안정화의 단계를 거치고 있는 문화예술교육이 어떻게 질적으로 지속 성장할 수 있는 지에 대한 것이다. 본 연구에서는 문화예술교육의 지속적인 질적 성장을 위해서는 지금까지의 ‘중앙주도형’의 방식이 아닌 ‘지역중심형’의 방식이 필요함을 논의하고자 한다. 이에 따라 지역화의 관점에서 문화예술교육의 발전을 위한 실천이 무엇인지를 논의하고, 그 논의의 끝에서 지방정부와 지역정책의 방향성을 제안하고자 하였다. 특히, 지방정부는 예술이 창작, 소비, 향유되는 문화생태계의 전통적 구조가 변화되고 있음을 이해하는 일이 전제되어야 함을 제안하였다. 구체적으로는 지역분권의 관점에서 문화예술교육 정책의 추진체계 패러다임 전환, 정책지원체계의 순환적 구조, 지역의 조례 제정, 기초 지방자치단체에서의 문화예술교육 중장기 계획 및 상위계획과의 연계, 지역 중심의 문화예술교육자 및 활동가 육성·활용·연계, 지역의 우수사례 발굴 및 공유와 현장 중심 실천적 연구 지원 등이 필요함을 제안하였다.
Abstract
Last year, Korea Arts & Culture Education Service attempted to show the performances of art and culture education (hereinafter referred to as ACE) by index and indicator while conducting 'Basic study to check performances of Seoul Agenda (Kim, et al., 2018)'. According to this study, as of 2011 immediately after Seoul Agenda was declared, our country's ACE has achieved an explosive growth to date. According to its findings, the highest achievement was done in the area of 'Increase of accessibility to ACE' namely the 'Seoul Agenda - Goal 1'. This must be a growth that is essentially needed while paradigms of ACE took place for the first time in our country and settled down. What we need to do now is practical implementation of ACE instead of a meaningless outcry for upholding its qualitative growth. Therefore, this study sought to review the efforts so far for qualitative growth of ACE and discuss the directions in the future. This study discussed the need of 'localization' and 'understanding of changes in cultural ecosystem' for the qualitative growth of culture and arts education. Specifically, the following 5 ways were suggested: 1) paradigm shift of the promotion system of ACE policy from the perspective of decentralization, 2) the establishment of local ordinances, 3) the establishment master plan for ACE in local government and the linkage with upper master plan of central government, 4) fostering, utilizing, and linking artists and activisis in local, 5) finding and sharing best practices in local and supporting practical research on site. This study has proposed the above five directions of cultural policies in local for qualitative growth of ACE. These are just some of the ways in which the planning and implementation of 'localization' can be carried out in a truly local, rather than central. Above all, what must be maintained is that those of citizens, experts relevant with arts, practitioners in field, local government, are the main actors in local acting as an active being, not as a passive being.
