Abstract

The purpose of this study is to newly conceptualize alternative education and school planning, and devise the principles of school system operation, which realizes their experimental mind. First, it discussed about the basic premise and educational principles of alternative education, and the experimental mind of alternative education. Here, the alternative school and its faculty argued that the ‘guarantee of educational validity’ in educational ideology and methodology must be questioned over and over. Next, it attempted to newly conceptualize the idea of alternative education, characteristic, school planning, faculty, and educational power of alternative school. With the intention to discuss about the operation of alternative school system based on the conceptual awareness of alternative education and school planning, it established the basic principles of school operation, as well as the practice regulations related to the operation of educational power structure of alternative school. Discussion can be summarized as follows: alternative schools can reflect its nature and plan schooling creatively. Through this, it can devise a framework that converts abnormality in the existence of previous school education to normal. School planning in alternative school focuses on autonomous operation based on the philosophy of alternative education, within the range that doesn’t violate student selection – curriculum operation – graduation condition, and the Education Act. Autonomy in curriculum is its core value. Alternative schools are evaluated for their faithfulness, ‘process of education’ and relevance of result as schooling system by a public evaluation organization, as long as they are public schools. In this case, the evaluation is on whether they demonstrate the autonomy of educational planning and yield educational power. ‘School’s educational power structure’ consists of faculty’s educational enterprising ability, school’s administrative support ability, and internal evaluation mechanism that leads public and open institutionalization.
