본 논문에서는 「지속 가능한 발전」의 원리의 탐구로부터 시작해서 캐나다, 일본, 한국 등의 세 나라의「지속 가능한 발전」의 수행전략에 관한 국제적 비교연구를 시도했다. <표-2>에서 보듯이 세 나라는 목표나, 구체적인 전략들과 과제를 설정하는데 큰 무리는 없다고 본다. 오히려 세 나라 모두가 잘 짜여 진 전략 목표와 과제들을 제시하고 있다. 문제는 그 실천여부에 있다고 본다. 구체적인 실천이 없다면 그 계획은 바로 의미를 상실하게 될 것이다. 우리나라는 고도 압축 성장으로 경제개발에 성공했으나, 사회통합과 환경보전 측면에서 심각한 불균형을 초래하였다. 다시 말해 사회적 형평성 결여 및 연대의식의 약화로 지역간계층간이념간세대간 갈등이 확산되고 사회통합 미흡하고 개발위주의 정책으로 경제성장의 압력이 환경의 자정능력을 넘어서서 환경적 지속가능성이 열악하다는 평가를 듣고 있다. 이와 같은 평가는 결국 계획도 중요하지만 더욱 중요한 것은 계획의 실천에 있다는 것을 반증하는 것이라고 생각한다. 현재 전 세계적으로 80여 개국에서 다양한 형태로 국가지속가능발전위원회(NCSD)가 조직되어 활동하고 있다. 현재국가지속가능발전위원회에 의해 진행되고 있는 환경문제와 관련된 이슈들은 리우 환경개발회의의 제안 사항과 거의 동일하다. 결국은 현란한 전략적인 목표의 나열이 중요한 것이 아니라 중요한 것은 실천의 문제에 있다는 점이다. 한국의 경우 국제적인 공조와 함께 목표의 달성을 위한 정부와 교육기관, 사회를 망라한 국민모두의 참여와 실천이 요구된다.
Abstract
'Sustainable Development' is one of the main theme of in these days. It's because of the 'Sustainable Development' is most important topic for mankind. This article intends to research of 'Sustainable Development' for three countries. It's countries are Canada, Japan and Korea. Especially, three countries were developed countries. Of course, Korea is not yet. But, I think Korea's effort for 'Sustainable Development' is wonderful. The result of the three countries' 'Sustainable Development' policy were similar to other countries. Every countries interested to the 'Sustainable Development'. And, their policy were wonderful. But, the policy was one thing and trying was another. If, there were no action, also there were no result. Finally, I think the problems of three countries were trying the great plan. Also, every countries need to assist each other. The developed countries have to assist under-developed countries through the technical knowledge or financial aid. Also, we already had UNCSD(United Nations Committee on Sustainable Development) organization). And, every countries have to follow the promise for the global world. And, every countries to do their duty for their future generation.
