Abstract
This study aims to analyze in depth the preparation process of Japan's third Voluntary National Review (VNR), conducted amidst complex domestic and international crises, to identify the characteristics and challenges of Japan's Sustainable Development Goals (SDGs) implementation strategies and derive their international and domestic implications. The background of this study includes global crises and structural issues such as low birth rates and aging population that Japan has faced during the implementation of the 2030 Agenda. The research methodology combined qualitative content analysis of official and unofficial reports from the Japanese government, civil society, and the UN Sustainable Development Report, with supplementary use of relevant statistical data. Through this methodology, Japan's SDGs promotion system, implementation status, evaluation, and key strategies were examined from multiple perspectives. The findings confirm that Japan is implementing a comprehensive strategy that integrates a state-led promotion system with public-private partnerships, innovative technology utilization, region-specific strategies, and international cooperation. However, continuous challenges remain in certain areas such as gender equality, poverty reduction, environmental protection, and support for socially vulnerable populations. The study also identified significant efforts to expand multi-stakeholder participation through the SDGs Promotion Headquarters and Roundtable Conferences, as well as important attempts to establish a data-driven evaluation system. In conclusion, Japan's experience in implementing SDGs provides valuable implications for domestic and international policy development and strengthening international cooperation, and can serve as a reference for other countries, including South Korea, in formulating their SDGs strategies.
