학교폭력의 원인과 실태 및 대처 방안 연구

학교현장에서 나타나는 폭력이나 공격행위 등의 다양한 문제행동은 청소년에게 주어진 환경적인 여건, 사회구조적인 측면, 현대사회의 지배적인 가치관 등을 고려할 때 예상되어지는 당연한 결과일지도 모른다. 학교 폭력의 특징적인 성향은 폭력발생의 빈도가 다른 비행행동 유형에 비해 계속 증가 추세에 있다는 점과 학교폭력의 저 연령화 및 집단화․흉포화 추세에 그리고 폭력행위가 일부 청소년에게만 국한된 것이 아니고 많은 청소년들에게 일반화되어가면서 폭력행위 후에도 죄의식이나 책임감을 크게 느끼지 못하고 있는 점 등을 들 수 있다. 이러한 학교 폭력의 발생은 청소년 개인의 발달 심리적 특성으로 인한 내재적 요인과 가정의 교육적 기능의 문제, 학교교육의 제도적 한계, 비교육적인 사회 환경 등의 외재적 요인이 복합적으로 작용하여 나타나는 결과로 보여 진다. 한편, 학교폭력의 문제는 특성상 장기적으로 다루어지고 장기적으로 해결될 수 있는 성질을 갖고 있다. 사회 각계와 각 부처에서는 학교폭력의 심각성을 인식하고 이에 대한 공동대처를 하기 위해 관련정보의 공유와 지원을 지속적으로 시행해야 할 것이다. 또한 학교폭력에 대한 실태 및 사례의 심각성을 검토․분석함으로써 학교폭력의 원인을 알아내고, 이에 대한 실천 가능한 대안을 제시하는 것이 가장 중요하다고 하겠다. 폭력 청소년들을 위해서는 가정의 교육적 기능 회복과 자녀에 대한 부모교육이 선행되어야 하며, 학교교사의 지속적이고 실질적인 특별지도와 사회의 관용적인 분위기 조성 및 비교육적인 환경정비가 병행되어야 할 것이다. 폭력예방을 위한 지도는 가정이나 학교에서의 생활지도를 통해 언행이나 예의에 대한 특별교육과 폭력이 잦은 지역에 대한 사전주의 그리고 학교 주변의 폭력 제거를 위한 시도 교육청별학교폭력 SOS지원단과 학교폭력 전담 경찰관제 도입을 통한 학교 주변 순찰, 폭력사건 처리, 학생 선도 등의 업무가 유기적으로 이루어져야 하겠다.
Abstract
Considering the environment, organization and dominant value of the modern society which are given to the young, we can see the problem conduct such as violence or attack acting at school as a natural result. There are some features of the school violence. First, the frequency of the violence is increasing continuously compared to other misconducts. Second, many young people don't feel guilt or responsibility after committing violence because school violence becomes to be more collective and cruel than before and happens even at the elementary school and violent act can be seen among most students. This occurrence of school violence is the result of combination of internal factors such as the physical and psychological characteristic of the individuals and external factors like the problem of educational function of the family, limit of the school education system and uninstructive social circumstances. On one hand, the problem of school violence can be dealt with and solved in a long period. Every social field needs to recognize seriousness of the school violence and tries to share all the information related continuously and cooperate to solve the problem. On the other hand, actual condition and seriousness of instances regarding school violence have to be analyzed and investigated. Based on these analysis and investigations, we have to try to find out causes of school violence and present the possible alternative plans before everything else. For the violence-committed students, we should educate their parents first to recover their ability to teach their children at home. And teachers need to keep watching those students and guide them to do right behavior in a practical way. In addition, we have to creat the social tolerant atmosphere and set uninstructive circumstances. To prevent the school violence, we should correct the violence-committed students' speech and behavior and teach them civility through the education at both school and home. Also, we must keep watching the places where the school violences occur frequently in advance. Finally, we should introduce 'school violences SOS support group' and 'School violence full responsibility police officer system' to make a round of inspection and deal with violence affair and guide the students.
