전자커뮤니케이션을 통한 정치발전에 관한 연구 - 전자민주주의에 대한 비판적 고찰을 중심으로 -

컴퓨터와 인터넷으로 대변되는 정보통신기술의 혁명적 발전으로 인해 정보가 사회의 지배적 운영원리로 기능하는 정보사회로의 전환이 빠르게 이루어지고 있다. 이와 더불어, 인터넷으로 대표되는 전자네트워크를 중심으로 컴퓨터의 중재로 이루어지는 전자커뮤니케이션은 기존의 정보 생산과 소비, 그리고 유통방식을 혁명적으로 변화시키고 있으며, 정치과정의 변화를 촉발하는 동인이 되고 있다. 전자민주주의는 정보사회에서 전자커뮤니케이션이 정치과정과 접목되면서 등장하게 되었다. 전자민주주의를 바라보는 시각은 크게 직접민주주의의 실현할 수 있을 것이라는 이상적 희망과 현재의 대의제 민주주의가 지닌 한계를 보완할 것이라는 현실적 인식으로 나뉘어져 있다. 본 논문은 바로 전자커뮤니케이션이 정치발전에 미치는 영향을 비판적으로 분석하고 있다. 여기에서 논의의 초점은 전자커뮤니케이션과 민주주의의 상관관계이다. 즉, 전자커뮤니케이션에 기초한 전자민주주의가 과연 민주주의의 제도적 발전을 의미하는지 아니면 후퇴를 의미하는지에 관한 것이다.
Abstract
The revolutionary development of information & communication technology has rapidly transferred our society into the information society where the information functions as a dominant social principle. Together with this, the electronic communications, that is, computer mediated communications have drastically changed the existing the way of the production, the consumption, and the distribution of information, which becomes main cause for the change of the existing political process. The electronical democracy is brought into existence with the application of the electronic communications to the political process. The views of the electronic democracy are two different ones. The one is an ideal expectation that the electronic democracy will realize the direct democracy, and the other one is a realistic perception that it will make up for the weakness in the current representative democracy. This thesis tries to analyze the effects of the electronic communication on the political development. The correlation between the electronic communication and the democracy is what this study focuses on. In other words, wether the electronic communication improves democracy or not is the main theme of this study.
