대의제 민주주의의 문제점을 극복하고, 민주주의의 본래적 기능을 중심으로 구성되는 전자민주주의는 참여정부를 거치면서 ‘e-참여’ 또는 온라인 국민 참여라고 하는 국정과제를 중심으로 정책화되는 단계에 이르렀다. 즉 참여정부의 주요한 관심사는 자발적인 시민의 참여를 중요한 국가 통합의 내용으로 구성할 수 있는가하는 것이었으며, 보스(boss) 중심의 정치를 통한 위로부터의 국정관리체계가 아닌 아래로부터의 민주적 국정관리 시스템으로서 전자민주주의를 구현하고자 했다. 이러한 전자민주주의의 국가 정책화는 일면 사회의 다양한 변화를 흡수하고 반영하는 긍정적인 역할을 수행했지만, 파편화된 개인주의를 정치와 행정에 확산시키는 문제점, 정치 및 행정지식 관리의 어려움, 그리고 시민들의 탈 제도주의적 행태의 확산이라는 부정적인 결과들을 창출한바 있다. 물론 이것이 전자민주주의에 의해 파생된 효과인지, 아니면, 사회구조적 변화가 전자민주주의 정책과 부합되지 못하면서 발생하는 결과인지에 대해서는 면밀한 검토가 필요할 것이다. 본 연구는 이러한 문제점을 극복함으로써 전자민주주의의 다양한 프로젝트들이 정책으로서의 효과를 창출하기 위한 전략적 방안을 제시하고자 한다. 이를 통해 시민사회의 자발적인 참여가 정책에 효과적으로 접합되는 전략적인 노력의 내용들을 도출하면서, 전자민주주의의 정책발전에 중요한 함의를 도출하고자 한다.
Abstract
This article tends to provide a strategic guideline for developing and creating in a variety of e-democracy projects under a national policy system. E-democracy, in original, has been defined as an alternative for overcoming the hurdles of representative democracy and re-constituting direct participatory democracy. The Korean Participatory Government, therefore, has pursue the way of unifying multi-disseminated citizen participation into the national unity. Thus, the Participatory Government is more likely to rely on the bottom -up national governing system rather than the top-down by producing policies related to E-democracy. The E-democracy related policies or programs has positive sides which reflect social divisions and input the various interest into the national agenda and policies. On the contrary, it also has brought negative effects including dispersion of individual fragmentation, anti-institutionalism, and difficulties on political-administrative knowledge management. Based upon these matters, this article suggests a couple of strategic considerations and implications enabling the e-participation to transform into one of the sound national policies.
