인터넷 정치참여와 대의민주주의의 위기극복을 위한 대안모색

현대 정보통신기술과 인터넷환경의 급격한 발전은 우리의 삶을 시간적ㆍ공간적 제약이 없는 디지털정보사회환경으로 급속한 변화의 원인을 제공하여 일반국민의 생활에서 관련된 이익에 따라 인터넷을 통한 개인이나 집단적인 욕구의 분출확산이라는 현상을 초래하게 되었다. 그동안 한미FTA협상과 관련한 촛불집회라든지 세종시법 그리고 4대강살리기사업 등에 관한 정치적 갈등의 표출이 주로 처음 출발은 인터넷을 통한 여론의 형성으로 시작하여 이념적ㆍ정치적ㆍ정책적 대립의 원인이 되었다. 그동안 변화된 디지털사회환경에서 일반국민의 정치적 욕구의 실현이 이제는 기존의 대의민주주의 만으로는 실현될 수 없게 되었다. 새로운 인터넷 정보통신기술을 통한 일반국민의 직접적 정치참여로 기존의 소수엘리트계층에 집중된 정치권력을 다수의 시민들에게 분산하고, 시민들이 자신들과 관련된 정치적 의사결정에 직접적으로 참여하는 실질적인 참여민주주의의 현상이 현대정치의 현상이라 할 수 있다. 이와 같이 정치과정에 일반국민이 직접참여 할 수 있는 “인터넷을 통한 참여민주주의”가 다변화된 현대정보사회에서 새로운 민주주의의 운영방식으로 등장하고 있다. 현대 정보사회에서의 인터넷 정치참여는 대의민주주의의 문제를 극복할 직접민주적인 제도를 도입하게 함으로써 국민들로 하여금 스스로 정치적ㆍ정책적 여론의 형성과 결정을 하게 하여 국정운영의 주체로 기능할 수 있게 할 것이다. 이러한 정치참여는 그동안의 저조한 정치참여를 해소하고 정치적 결정과정에 국민이 직접 참여할 기회를 확대하여 일반국민의 정치에 대한 관심도를 더욱 높일 수 있다는 장점이 있다. 인터넷 정치참여의 제도적 장치로서 인터넷을 통한 국민발안제도, 전자투표, 공청회, 정책투표, 주민소환, 국민참여예산제도 등을 법제도화 하여 각종 선거나 입법정책, 정부정책에 일반국민이 참여할 수 있는 기회를 확대 제공하고, 현대 전자민주주의의 장점을 극대화하여 대의 민주주의의 위기를 극복함으로써 국민이 중심에 서는 현대 민주주의의 가치를 적극 실현할 수 있게 할 것이다.
Abstract
Today, Internet environment with a sudden development of information and communication technology is changed rapidly with the digital information social environment. Demand of the individual or group with many information and speed of movement is gushing on a large scale. In the time when changes, Representative democracy system of existing will not be able to come true the genuine democracy. Political participation of ordinary citizens through the new internet communication technique disperses the political authority which is concentrated to the elite class of existing to the multiple citizens and guarantees the participatory democracy which is substantial participates to the political decision-making where the citizens relate with the themselves directly. As the result, the ordinary people will be able to participate from political process through an internet in the modern information society. Today, the Internet political participation in the information society directly will overcome the problem of representative democracy and the ordinary people oneself does to make a political decision. Like this, internet political participation is solved the inactive political participation and the citizen will magnifies the chance that participates to a political decision process. There is a strong point that interest about politics of ordinary citizens raises. The Internet political participation as institutional system of the public hearing, legislation proposal, electronic voting, recall, politic poll provides the chance that will be able to participate to a politic activity. Like this, internet political participation strengthens the benefit of electronic democracy today and overcomes the crisis of representative democracy. Also internet political participation actively improve value of the modern democracy.
