다문화교육의 관점에서 도덕과 교육과정의 개정 방향

도덕과교육과 다문화교육은 높은 학문적 연계성과 친화성을 갖추고 있음에도 불구하고, 도덕과교육에서 다문화교육에 대한 연구는 아직 걸음마 단계에 있다. 더구나, ‘2007 개정 교육과정’은 다문화교육적 요구를 충분하게 수용하지 못한 채 개발되었기에, 도덕 교과를 통해 다문화교육을 효율적으로 전개하는 데에는 많은 문제점이 개재되어 있다. 이에 이 논문에서는 다문화교육 관점에서 ‘2009 개정 교육과정’에서 도덕과 교육과정의 개정 방향을 탐색하는데 그 목적을 두었다. 이 연구를 통해 밝혀진 결과를 밝히면 다음과 같다. 첫째, 현행 도덕과의 목표는 다양한 문화, 사고방식, 생활방식을 이해하고 존중하며, 상호 소통을 통해 공존할 때 비로소 ‘다수로부터의 하나’를 추구할 수 있음을 간과하고 있으므로 이에 대한 개선이 요구된다. 나아가 학생들이 문화적 다양성을 사회와 개인을 위한 창의적ㆍ생성적 자원으로 인식할 수 있도록 촉구하는 목표 설정이 요구된다. 둘째, 향후 도덕과 교육과정에서는 ‘다문화’라는 용어 속에 포함될 ‘문화’를 어떻게 볼 것인지를 분명하게 설정해야 한다. 즉 다양성을 존중하고 수용함에 있어서 그 다양성의 대상을 무엇으로 볼 것인지에 대한 인식이 요구된다. 셋째, 현행 도덕과 교육과정에서는 다문화교육 내용의 학습에 필요한 교수ㆍ학습 방법이나 그와 연관된 교사의 역할에 대한 언급이 보이지 않는다. 그러므로 향후 도덕과 교육과정의 개정에 있어서는 다문화교육의 주된 방법인 공평 교수법(equity pedagogy)에 대한 언급이나 다문화교육에 임하는 교사의 역할을 분명하게 제시할 필요가 있다.
Abstract
Multicultural education has gained great momentum in Korean society. But researches on multicultural moral education are still very few. Though ‘Moral Education curriculum reformed in 2007' includes a variety of multucultural content, It stops short of doing multicultural education in a systematic way. The scope and sequence of multicultural education in Moral Education Curriculum are very problematic. In this regard, this study tried to propose insightful ideas for reforming Moral Education Curriculum. The objectives of Moral Education must be rewritten from the perspective of multicultural education so that they incorporate knowledge, attitudes, and skills required to be sincere and responsible members of multicultural Korean society. The content of Moral Education should incorporate various cultural ingredients so that students grasp the meaning of culture in a total way. The pedagogy of Moral Education should include the idea of equity pedagogy. At the same time, Moral Education Curriculum has to pay great attention to multicultural competencies of teachers.
