석패율제도와 지역주의 완화

이 글은 석패율제도의 의미를 면밀히 고찰하고 석패율제도의 도입이 지역주의 완화에 미치는 효과를 논의하는 데 있다. 특히 지역주의 완화를 위한 석패율제도 도입의 모델이 되고 있는 일본의 석패율제도와 한국형 석패율제도라 할 수 있는 지역구결합비례대표의원제에 대해 자세히 살펴본 후, 해당 제도가 도입될 경우 지역주의 완화에 미치는 영향을 검토한다. 이 글에서는 석패율제도의 도입이 지역주의 완화에 영향을 미칠 수 있는 이유를 석패율제도로 인한 혼성효과에 기인한다고 주장한다. 하지만 한국형 석패율제도라 할 수 있는 지역구결합비례대표의원제는 공정성과 현실성의 문제로 인해 도입 시 혼성효과가 발휘되기 어렵고, 이로 인해 지역주의 완화에 미치는 영향이 미미할 것으로 예상된다. 지역주의 완화를 위한 석패율제도 도입을 위해서는 공정성과 현실성을 보완할 수 있는 제도 수정이 요구된다.
Abstract
This article examines the best loser system and explores whether the best loser system can relieve the regionalism in Korea. In particular, the three closely discussed topics are: the Japanese best loser system, the Korean best loser system, and the effect which the Korean best loser system has on the relief of regionalism in Korea. This article argues that the reason why the best loser system can relieve the regionalism in Korea is based on the contamination effect. Nevertheless, the Korean best loser system is not expected to relieve the regionalism in Korea to a great degree. This is because the system lacks fairness and reality. In order to attain the relief of regionalism in Korea, the factors of fairness and reality need to be modified in the Korean best loser system.
