준연동형 비례제 도입의 효과: 제19대~제21대 총선의 지역정당체제 변화

이 연구의 목적은 비례성 제고와 지역주의 해소를 목적으로 도입한 준연동형 비례제가 한국의 지역정당체제에 미친 영향을 분석하는데 있다. 준연동형 비례제의 도입 효과를 살펴보기 위하여 제19대, 제20대, 제21대 총선의 민주당과 국민의힘의 정당전국화 지수와 유효정당 수를 분석하였다. 분석 결과, 민주당과 국민의힘, 두 지역정당의 정당전국화 지수는 지역구에서 비례대표에서보다 더 높았다. 정당전국화 지수와 유효정당수 추이는 제19대에서 제20대까지 상승하였다가 제21대에서 하락하는 양상을 보였다. 특히 제21대의 지역구 선거의 두 수치가 그 전과 비교해 큰 폭으로 하락하여, 지역구 선거에 기반을 둔 두 지역정당의 지지기반이 권역에서는 분화되었음을 알 수 있다. 이전 선거에 비해 제21대 총선의 지역구 선거와 비례대표 선거의 유효정당 수의 격차가 더 벌어져, 유권자의 분할투표가 활발한 선거로 추정할 수 있다. 이 같은 사실은 준연동형 비례제의 도입이 지역구 선거와 비례대표 선거의 득표 연동성에 유의미하지 못하며 지역주의 완화에 크게 기여하지 못하였다는 것을 의미한다.
Abstract
The study investigates the impact of Korea’s semi-mixed proportional representation system on the regional party system, aiming to improve voting proportionality and mitigate regionalism. It analyzes party nationalization scores and the effective number of parties across the 19th, 20th, and 21st Korean general elections. Results show higher party nationalization scores for the regional parties in electoral districts compared to proportional representation. While trends initially increased from the 19th to the 20th election, they declined in the 21st, with significant drops in both party nationalization scores and effective numbers of parties, particularly in the 21st district election. This indicates a growing regional differentiation in party support bases.
