Abstract
This study examines the evolution of inter-Korean policies under the Kim Dae-jung and Roh Moo-hyun administrations compared to the Lee Myung-bak and Park Geun-hye governments, spanning the period from 1998 to 2017. It analyzes the underlying determinants that contributed to these policy shifts, with a particular focus on how differing ideological frameworks and perceptions of North Korea informed strategic approaches to inter-Korean relations. The progressive administrations of Kim Dae-jung and Roh Moo-hyun adopted a functionalist approach to North Korea, informed by ethnic and cultural nationalism that was interwoven with universal values such as peace, cooperation, and human rights. These governments viewed North Korea as a fellow member of a shared ethnic nation and grounded their policies in a vision of eventual unification rooted in both national identity and humanitarian principles. Accordingly, their policies prioritized reconciliation, economic cooperation, and inter-Korean dialogue. In contrast, the conservative administrations of Lee Myung-bak and Park Geun-hye embraced a neorealist perspective, integrating ethnic and cultural nationalism with a system-oriented nationalism grounded in international security norms. North Korea was perceived less as a national partner and more as a threat or competitor. These administrations emphasized pragmatic concerns such as denuclearization and regime transformation, framing unification primarily in terms of strategic benefit rather than shared identity. The emphasis thus shifted toward security, conditional engagement, and pressure-based diplomacy. By highlighting how differing perceptions of North Korea have shaped South Korea’s inter-Korean policy across political divides, this study underscores the importance of ideological orientation in foreign policy formulation. It suggests that fostering mutual understanding and dialogue between competing political ideologies is essential for developing stable, consistent, and long-term strategies for peace and eventual unification on the Korean Peninsula.
