후쿠시마 사고에도 불구하고 동북아시아는 세계에서도 가장 가동 중인 원자로가 많은, 원자력 발전소 초밀집 지역이 될 전망이다. 따라서 만약의 사태에 대비하여 원자력 분야에서 역내 주요 3국인 한국, 중국, 일본 사이의 다자간 협력을 위한 제도적인 틀이 마련되어야 할 필요성이 점점 더 절실해지고 있다고 할 수 있다. 그렇다면 과연 이 지역에서원자력 문제 관련 다자간 협력은 그 동안 얼마나 진전되었을까? 그 협력의 수준이 기대나 필요에 미치고 있지 못하고 있다면 이를 보다 발전시키기 위해서 어떠한 노력들이 이루어져야 하는 것인가? 본고는 이와 같은 문제의식에 기반하여 다자간 협력 및 지역 거버넌스에 관련된 국제관계론 분야의 기존 이론들을 개괄한 뒤, 한중일 삼자 간 및 이들사이의 양자 간 원자력 협력의 성과를 평가한다. 아울러 본고는 한국이 한중일 3국 간의협력을 보다 적극적으로 이끌어 내고, 또한 3국 간의 협력이 아시아에서의 원자력 협력레짐 탄생에 이바지 할 수 있도록 중견국가로서 그 리더십을 적극 발휘할 것을 제안한다.
Abstract
In spite of the Fukushima Nuclear Accident, Northeast Asia is likely to be the region where nuclear power plants are most densely located, which indicates that trilateral cooperation, among South Korea, China, and Japan, is becoming increasingly necessary in the future. How has trilateral cooperation regarding nuclear issues evolved in this region? If the stage of trilateral nuclear cooperation did not reach the point existing demands suggest, what else needs to be done to enhance trilateral nuclear cooperation? This paper reviews theoretical debates regarding multilateral cooperation and regional governance, and evaluate the outcomes of trilateral and bilateral cooperation for nuclear issues among South Korea, China, and Japan. In conclusion, it suggests that South Korea should facilitate trilateral cooperation and take an initiative for the establishment of multilateral regime for nuclear issues in this region as a middlepower.
