연동형 비례제와 정당 민주화: 독일과 뉴질랜드 주요 정당의 공천제도 비교연구

초록

본 연구는 연동형 비례제를 실시하는 독일과 뉴질랜드를 중심으로 각국 주요 정당들의 공천 제도를 탐색하는 것에 목적이 있다. 최근 연동형 비례제의 도입 문제는 선거 결과의 비례성을 높이고 신진 정치세력의 진입 장벽을 낮추자는 취지에서 논의되고 있다. 하지 만 연동형 비례제를 실시하는 독일과 뉴질랜드의 주요 정당들을 자세히 살펴본 결과, 연 동형 비례제가 반드시 당원의 포괄적 참여를 보장하는 공천 시스템과 연계되어 있다고 보기는 힘들다. 연동형 비례제를 실시하는 국가들에서는 공통적으로 정당 엘리트의 입지 가 강화되는 경향이 발견되었다. 이는 한국에서 연동형 비례제가 도입될 경우 당 내부 엘리트의 영향력을 견제하고 민주적인 후보 공천 절차를 제도화하는 방안이 동시에 필요 할 수 있음을 시사한다.

Abstract

The purpose of this study is to explore the candidate selection system of major political parties in Germany and New Zealand which operate mixed-member- proportional(MMP). Though issue about introducing MMP has been discussed in order to increase the proportionality of the election results and to lower the barriers to entry of new political parties and political novice. However, this paper shows that the introduction of the MMP is hardly necessarily linked to a system of candidate selection that ensures comprehensive participation of party members. In Germany and New Zealand, where the MMP has been used, there is a common tendency to strengthen the position of party elites. This suggests that if the MMP is introduced in Korea, it may be necessary to check the influence of the party elite and democratically institutionalize the nomination process.
