연동형 비례대표제의 정치적 결과: 헝가리, 루마니아의 선거제도 연구

이 연구는 헝가리와 루마니아의 연동형 선거제도를 중심으로 다양한 형태의 연동형 비례대표제 의석 배분 방식을 소개하고, 개별 선거재도의 정치적 결과에 대해 분석한다. 연동형 비례대표제의 성공사례로 거론되는 독일, 뉴질랜드와 달리 헝가리에서는 비례대 표 의석의 비중이 상대적으로 낮아 비례성 효과가 높지 않았으며, 다당제 구도 하 지역구 선거에서는 과대대표된 지배적 정당이 등장하였다. 이와 달리 루마니아는 개방형 비례대 표제의 성격을 가진 연동형 제도를 도입하였으나 결국 정당명부 비례대표제로 회귀하였다. 헝가리와 루마니아의 사례연구는 독일과 달리 비례대표 의석을 충분히 확보하는데 어려움을 겪고 있는 한국의 선거제도 개편 논의에 시사점을 제공한다.
Abstract
This study aims to empirically analyze the electoral systems of Hungary and Romania to figure out the linkage between the varieties of mixed member proportional representation(MMP) and their political consequences. Different from the experience of Germany, the electoral systems of both countries were not as effective in improving proportionality or political stability. In the proposals for MMP in Korea, the share of seats for proportional representation will be much smaller than German-style system. By comparing different types of MMP in Hungary and Romania, this study bridges the gap between the German-style MMP and the current discourse on the electoral reform in Korea.
