Abstract

This study investigates the temporal dynamics of bill initiation by examining patterns across months and Assembly terms, thereby uncovering the characteristics of legislators’ lawmaking activities. To this end, the study conducts a comprehensive analysis of all bills introduced from the 17th to the 21st National Assembly, systematically organizing them by month. Combining negative binomial regression with text analysis, the study finds that bill initiation has generally increased over time, with a marked concentration in the first year of each term and a sharp decline in the final year and immediately before legislative elections. However, this temporal structure has not been uniform across Assemblies. In the 21st National Assembly, a new legislative pattern emerged, characterized by intensified competition in bill introduction at the start of the term and stronger dependence on political timetables. These findings suggest that legislators strategically recalibrate their legislative behavior in response to structural conditions such as heightened political polarization and the strengthening of party politics. Departing from prior research that has focused primarily on individual legislators’ characteristics, this study expands the analytical framework of legislative behavior by adopting a temporal and collective perspective. Moreover, by qualitatively examining how pressing social issues are translated into bill initiation, the study demonstrates that legislative activity should be understood not merely as a quantitative indicator but as a strategic practice embedded in broader political and social contexts.
