Abstract

Despite the growing expansion of daily activity spaces and the increasing number of workers who commute across local jurisdictions, local governments in Korea continue to design and implement support policies and administrative regulations based primarily on registered residence. Such residence-based frameworks inadequately reflect the economic contributions of commuters from other regions, who often play a significant role in sustaining local labor markets and regional economies. This study empirically analyzes the fiscal impact of workers residing outside their place of employment. The results demonstrate that extra-resident commuters contribute a substantial amount of local income tax and that this contribution exerts a significant positive effect on local fiscal independence. These findings highlight the need to reconsider residence-based regulatory boundaries and to explore more inclusive policy approaches that reflect the realities of increased spatial mobility. In an era of expanding daily populations, formulating policies that do not marginalize commuters from other regions, who generate employment and strengthen local economic capacity represents an essential task for local governments
