Abstract
This paper analyzes whether local government spending and tax revenue in Korea converge over the period 1990-2007. Our empirical investigation provides interesting evidence of convergence. Total amounts of local tax revenue diverge but per capita revenue converges. The results is by and large repeated in empirical analyses of property tax and local income tax. The seeming contradiction between total and per capita fiscal amounts can be explained by the change of population, which diverge over the last 17 years. Finally, total expenditures of local governments converge but their per capita amounts diverge. The difference in convergence between revenue and expenditure is caused by transfer from the central government.
