지방이전지출의 지역 승수효과에 대한 연구: 광역자치단체를 중심으로

본 연구는 지방이전지출이 지역경제에 미치는 영향을 승수효과로 추정하여 정량적으로 제시하였다. 첫째, 승수효과 추정결과 투자에 미치는 영향을 제외하고 0에가깝거나 부(-)의 효과를 나타내었다. 둘째, 지역 경기상황에 따라 승수를 분해하여 추정한 결과, 지역경제가 불경기일 때 부(-)인 것으로 나타났다. 셋째, 지역내지역간 효과로 분해한 결과 국고보조금은 역내 부(-)와 역외 정(+)의 효과를 나타내었고, 지방교부세는 이와 반대로 나타났다. 이는 경기변동을 고려하였을 때에도 질적으로 동일한 결과를 나타냈다. 마지막으로 패널-국소투영법을 이용하여지방이전지출과 재정분권의 충격에 따른 중장기적인 지역경제 변수의 반응을 충격반응함수로 살펴보았다. 지방이전지출은 유의하게 정(+)의 효과를 나타내지는못한 것으로 나타났다. 또한 재정분권은 세입분권이 세출분권 보다 지역경제 변수에 긍정적인 효과를 나타내었고 변동성도 작은 것으로 나타났다.
Abstract
This study quantitatively examines the impact of local transfers by estimating the local fiscal multiplier. The findings show that the multiplier effect is generally close to zero or negative, particularly during regional economic recessions. Decomposing the effects, earmarked grants have a negative impact within the region but positive outside, while general grants show the opposite pattern. These results remain consistent even when accounting for business cycles. Additionally, medium- to long-term analysis using panel-local projection reveals that local transfers do not significantly boost regional economic variables, while fiscal decentralization also yields limited positive effects.
