교통통신의 발전과 지역경제구조의 변화 등에 따라 경제활동과 사회활동에서 동일한 권역을 형성하고 있다. 지역경제와 주민들의 일상생활 관련 공간 영역들이 광역적으로 계속 확대되고 있다. 이에 따라 기능적 지리 범위와 제도적 관리범위의 불일치에 따른 제도적 칸막이 문제가 발생하고 있다. 지방행정 환경변화 속에서 광역자치단체의 행정관할구역이 분리되면서 지역발전과 지방재정의 효율성에 부정적인 효과들이 지속된 경향이 있다. 이러한 쟁점에 대한 적극적 대응을 위해 시도의 광역자치단체 수준에서 통합이 추진되고 있다. 본 연구에서는 통합논의가 진행되었던 대구･경북, 광주･전남이 통합되었을 경우 발생하는 세입 및 세출을 전망 분석하고자 한다. 또한, 시도통합 논의와 함께 선제적으로 대응해야 할 정책과제에 대하여 논의하고자 한다.
Abstract
According to the development of transportation and communication and changes in the regional economic structure, the same area is formed in economic and social activities. The spatial areas related to the local economy and the daily life of residents continue to expand widely. Accordingly, there is a problem of institutional partitioning due to the inconsistency between the functional geographic scope and the institutional management scope. As the administrative jurisdictions of metropolitan governments were separated amid changes in the local administrative environment, negative effects on regional development and efficiency of local finance tended to persist. In order to actively respond to these issues, integration is being promoted at the level of metropolitan and regional governments. This study intends to analyze the prospects of revenue and expenditure generated when Daegu/Gyeongbuk and Gwangju/Jeonnam, where the discussion on integration was conducted, were integrated. In addition, we would like to discuss policy tasks that need to be addressed preemptively along with the discussion of city-province integration.
