Abstract

This study analyzes the Jeun’ESS program, formed by the combination of changes in government policy and internal demands of the Social and Solidarity Economy (SSE) in 2010-2018, to explore whether ESS has provided opportunities for youth to achieve self-realization and alternative economic participation. The findings indicate that SSE tends to emphasize experiential and social values over economic rewards, aligning with the changing labor values of the youth generation. Furthermore, ESS forms a model of community-based economy that respects individual autonomy and incorporates social and environmental sensitivity. Unlike traditional employment policies focused on low-skilled youth, ESS has expanded its appeal to highly educated youth and faces the challenge of strengthening its role as a space for political and social practice through economic activity.
