본 연구는 프랑스 노동시장 내 세대 간 관계에 주목하고 이에 대한 프랑스 대응정책을 분석하는 데 목적이 있다. 오늘날 프랑스는 고령자들이 조기은퇴로 인해서 노동시장에 참여하지 않고, 청년들은 노동시장 진입이 어려운 상황에 처해있다. 이에 프랑스는 정년연장과 청년 실업 간에 상관관계가 크지 않다고 보고 있다. 프랑스는 고용정책을 시행하는데 있어서 세대 간 일자리를 대체관계 측면보다는 청년과 고령층 모두를 위한 상생적 측면에서 일자리 정책을 시행하고 있다. 청년들은 노동시장 진입을 위한 역량 강화, 고령자들은 변화하는 노동시장에 적응할 수 있는 직업교육과 오랜 경력에서 나오는 지식과 경험(Savoir Faire)을 나눌 수 있도록 하고 있다. 현재 프랑스 정부는 청년과 고령자를 위한 일자리를 늘리기 위해서 노동시장의 유연성을 확보하고, 개인의 경쟁력을 갖출 수 있도록 하는 정책을 강화하고 있다.
Abstract
This study examines strategic approaches for the employment of young people and the aged in France. Aging society refers to the high portion of the population over the age of 65 and is a concept which refers to the abnormal age structure causing a great influence on societies, both socially and economically. Today, the French elderly does not engage in the labor market due to early retirement. and it is difficult for young people to enter the labor market. Based on the understanding of such problems, this study will investigate the strategic directions which Korean society must implement as the nation becomes an aging society. The Government of France believes that there is no significant correlation between the extension of retirement age and youth unemployment. In implementing the employment policy, French government implements the job policy in a win-win aspect for both the young and the elderly rather than an alternative relationship between generations. Young people are strengthening their capacity to enter the labor market, and the elderly can share their knowledge and experiences (Savoir-Faire) and get Vocational Training for adapting to the changing labor market. Currently, the French government is strengthening its policy to secure flexibility in the labor market and provide individual competitiveness to increase jobs for young and elderly people.
