EU사례를 통해 본 청년보장제도 전국화의 쟁점과 과제: 청년수당을 중심으로

Abstract

This study examines the direction of the youth guarantee system in Korea. The lives of young people are becoming increasingly difficult. In this paper, I would like to find implications for the EU youth guarantee system. In particular, the youth guarantee system in France has many implications. In Korea, the youth guarantee system was dominated by local governments. It can be said that the policy started from the local government was linked to the central government policy. To establish an effective youth guarantee system, I propose the following. First, it is necessary to change the perception of the youth problem. The youth guarantee system should be able to support the whole life of the youth. Second, in terms of regional balanced development, the youth guarantee system should be designed to guarantee a certain level of life no matter where the youth live. Third, it is necessary to share the role between the central government and the local government. The central government should establish national standards and secure funding. Local governments should create an effective delivery system. Fourth, social partnerships should be established in which all members and organizations of society participate. Finally, cooperation between the central government, local governments and the private sector should be strengthened.
