본 논문은 미중패권 경쟁으로 인해 자유주의 경제질서가 무너지고 있는 가운데 러시아가 선택하고 대응하는 방식을 살펴보고자 한다. 국제질서 변화에 대응하는 러시아의 기제는 지정학, 에너지 자원, 첨단기술 능력이다. 러시아가 유라시아 대륙에 가장 넓은 영토를 가지고 있어 안보와 결합된 지정학적 요소는 러시아의 국제협력과 러시아가 바라는 국제 분업구도를 결정하는데 중요한 변수이다. 비OPEC 회원국으로서는 가장 많은 에너지를 보유하고 생산하는 러시아는 불안한 글로벌 에너지 공급망을 대체할 수 있는 경로로서 자국 에너지 공급망을 구축하고자 한다. 또한 첨단기술을 바탕으로 우주 및 인터넷에서 러시아 중심의 공간을 만들고자 한다. 그러나 에너지 자원과 첨단기술을 가진 러시아가 글로벌 에너지 공급망과 가치사슬의 재편에 적극 참여하고 있지만 안보 이슈를 우선시하면서 근외지역을 넘어서는 협력구도를 그려내지 못하는 한계를 보여주고 있다. 그렇지만 패권 경쟁을 통해 자유주의 질서가 계속 균열을 보이게 되면 러시아가 가지고 있는 원천적 가치로 인해 포스트 자유주의 경제질서를 형성하는데 중요한 행위자로서의 역할을 할 수 있을 것이다.
Abstract
This paper analyzes how Russia chooses and responds to the liberal economic order changing by the US-China hegemonic competition. Russia’s mechanisms for responding to changes in international order are geopolitics, energy resources and high-tech R&D capabilities. As Russia has the largest territories on the Eurasian continent, geopolitical factors combined with security are important variables in determining Russia’s international cooperation and the international division of labor. Russia tries to build its own energy supply chain for the replacement of the unstable global energy supply network. In addition, Russia aims to create a Russian-centered space in the cosmos and the Internet using advanced technology. Russia is actively involved in restructuring the global energy supply chain and value chain, however, Russia is not able to draw a cooperative structure beyond the off-shore area as if her priority is security issues. Meanwhile, if the liberal order continues to crack through the hegemony competition, the original value of Russia will play an important role in shaping the post-liberal economic order.
