2022년 2월 발발한 우크라이나 사태는 러시아와 우크라이나를 넘어 세계 경제에 큰 충격을 가져왔다. 특히 러시아는 세계 최대의 에너지 재화 공급국이고 대(對)러시아 경제 제재와 러시아와 서방의 정치적 갈등은 러시아 에너지 산업과 국제 에너지 시장에 많은 영향을 미치고 있다. 다양한 이유로 러시아의 에너지 수출이 줄어들었고 이는 에너지 재화 가격의 상승으로 이어졌다. 에너지 자원 수입국과 수출국 간의 정치적 갈등 속에서 많은 나라들은 선택의 여지가 상대적으로 줄어들었다. 따라서 각국이 적절하고 균형 있는 에너지 정책과 전략을 수립하는 데 어려움이 가중되고 있다. 에너지 자원의 안정적인 수급은 한국의 경제 안보의 핵심적 요소로 국민 경제에 직접적이면서 빠르게 영향을 끼칠 수 있는 중요한 문제이다. 에너지 자원 수급 안정을 위한 국가의 장기적이고 지속적인 계획, 혹은 전략을 수립하는 것은 국가 경제의 안정과 발전을 위해서도 중요한 요소이다. 한 편의 논문으로 복잡한 시장 상황과 강대국 간의 힘의 질서가 통용되는 국제 에너지 시장을 분석하고 에너지 자원 수급 계획 혹은 전략을 제시하는 데에는 한계가 있다. 그러나 본 논문을 통하여 우크라이나 사태가 국제 에너지 시장에 미친 영향과 변화, 그리고 러시아의 에너지 자원 수출에 미친 전반적인 영향을 점검하고자 한다. 또한 한국이 이러한 어려운 상황에서 어떠한 계획을 세우는 것이 유용한지 부분적으로나마 고찰하고자 한다.
Abstract
The Ukraine crisis that broke out in February 2022 brought a massive shock to the world economy, beyond Russia and Ukraine. Due to various reasons, Russia’s energy exports have declined, leading to higher prices for energy goods. Amid political conflicts between major energy-importing and exporting countries, many countries are left with relatively fewer choices regarding energy supplies, and it is becoming increasingly difficult for each country to establish appropriate and balanced energy policies and strategies. The stable supply and demand of energy resources is a key factor in Korea’s economic security and is an important issue that can directly and quickly affect the national economy. Establishing a long-term, stable, and achievable plan or strategy for the supply of energy resources is also an important factor for the stability and development of the national economy. There is a clear limit to the analysis of the complex energy market situation, where the political influence of major countries often massive impact on, and at the same time, presenting appropriate plans or energy security strategy in a single paper. I would like to examine the impact of the Ukraine crisis and the changes it brought to the Russian and international energy markets, and the overall implications on Russian energy exports and policies. At the same time, it is also considered what kind of plans can be prepared in this difficult and complex situation.
