초록

본 논문은 두 가지 주요 목적을 달성하고자 한다. 첫째, 러시아가 장기 에너지전략을 발표하기 시작한지 17여년 지난 현시점에서 러시아가 아·태 가스 시장에서 달성한 성과를 평가한다. 둘째, 러시아가 향후 아·태 지역으로 가스 수출을 확대해가는 과정에서 직면하게 될 딜레마를 분석한다. 현재까지 러시아는 아·태 지역으로의 가스 수출에 있어 나쁘지 않은 성과를 달성했다. 하지만 러시아는 향후 아·태 지역으로 가스 수출을 확대하는 과정에서 딜레마에 봉착할 가능성이 높다. 러시아가 아·태 가스 시장에서 수출 목표량을 달성하기 위해서는 중국으로 대량의 가스를 수출해야 하는데, 이 경우 러시아는 중국의 자원 부속국으로 전락하게 될 가능성이 높다. 하지만 러시아가 이러한 위험을 회피하기 위해 중국 시장에 대한 의존도를 줄일 경우 가스 수출 목표량을 달성하지 못할 것으로 기대된다.

Abstract

This paper attempts to accomplish two primary aims. First, it assesses achievements Russia has made in its gas exports to the Asia-Pacific region since the country first announced its long-term energy strategy in 2003. Second, it analyzes dilemmas Russia is likely to face while expanding its gas exports to the region. The paper demonstrates that Russia has so far made satisfactory achievements in its gas exports to the region. It then argues that Russia is likely to face dilemmas. To be more precise, Russia has to export substantial amount of its gas to China in order to meet its export target in the Asia-Pacific region, but this carries the risk of Russia becoming a natural resource adjunct for China. However, if Russia seeks to reduce its dependence on China’s market in order to avoid this risk, then Moscow is not likely to achieve its export target.
