Abstract

The war between Russia and Ukraine basically had the complex characteristics of a ‘geopolitical competition for hegemony’ and an ‘economic sanctions war.’ The collective West has imposed an unprecedented package of economic sanctions aimed at reducing the combat capabilities of the Russian military. However, because the sanctions against Russia were “not global sanctions but sanctions centered on Western countries,” Russia was able to appropriately respond to the sanctions through various means. The results of Western sanctions against Russia were weak, which was the result of problems with the effectiveness of sanctions enforcement, the non-participation of Global South countries in sanctions, their role as bypass channels in complex supply chains, and loopholes in the export of dual-use goods.
