본 연구는 우크라이나 전쟁 개시 전야에 러시아 정책 결정의 주요 기구인 Sovbez(러시아연방안보회의)수준에서 어떤 과정을 통해 개입 결정이 이루어졌는지 살펴보는 데 중점을 두었다. 특히, 우크라이나 사태에 대한 군사력 사용 결정의 주요 핵심 기구이며 권력 엘리트가 집중되어있는 안보회의를 분석한다. 또한 러시아 Sovbez 수준에서 대외정책을 결정하는 내용을 분석하여 對우크라이나 정책 결정 과정을 살펴본다. 러시아의 대외정책 결정에 있어 중요한 기구인 러시아 Sovbez를 중심으로 엘리트들의 개별적영향력과 함께 이 기구가 기존의 대외정책과 국가전략에 어떠한 영향을 미치는지 그리고 그 과정과작동 원리를 파악하여 러시아 정부 기구 중 Sovbez가 차지하는 위치와 그 중요성을 분석한다. 그동안 러시아 대외정책을 결정하는 국가 차원의 연구와 국가 내 프로세스를 연구한 내용은 간혹있었으나 러시아 국가안보기구인 Sovbez를 집중적으로 분석하고 그 프로세스를 통하여 러시아 국가전략과 대외전략에 대하여 깊이 있는 연구는 없었다고 보겠다. 러시아 대외정책 결정과정에서 Sovbez는 러시아의 공식적이고 중요한 제도적 장치다. 러시아대외정책 결정과정에서 Sovbez의 역할과 최종 결정권자인 대통령 그리고 Sovbez 중심의 대외정책 결정 과정과 국가안보의 개념 그리고 국가전략의 기초를 제공하는 제도적 차원의 Sovbez를 분석하고 이해를 도모하는 일은 우크라이나 전쟁의 발단과 내용을 설명하는데 기여할 것으로 보인다.
Abstract
This study focused on examining the process by which the decision to intervene was made at the level of Sovbez (Russian Federation Security Council), the main body for decision-making in Russia, on the eve of the start of the war in Ukraine. In particular, it analyzes the Security Council, which is the main key body in determining the use of military force in the Ukraine crisis and where the power elite is concentrated. In addition, by analyzing the content of foreign policy decisions at the Russian Sovbez level, the process of decision-making in Ukraine is examined. Focusing on Russia’s Sovbez, which is an important organization in determining Russia’s foreign policy, how this organization affects existing foreign policy and national strategy along with the individual influence of elites, as well as the process and operating principle of Sovbez among Russian government organizations position and its importance. In the meantime, there have been occasional studies of state-level studies and internal processes that determine Russian foreign policy, but there has been no in-depth study of Russia’s national strategy and foreign strategy through an intensive analysis of Sovbez, Russia’s national security organization. . Sovbez is Russia’s official and important institutional device in the decision-making process of Russian foreign policy. To analyze and understand the role of Sovbez in the Russian foreign policy decision-making process, the president who is the final decision maker, the Sovbez-centered foreign policy decision-making process, the concept of national security, and Sovbez at the institutional level that provide the basis for national strategy It seems to contribute to explaining the beginning and contents.
