본 연구는 나자르바예프 권력 독점체제의 종말을 알린 2022년 1월 대중 시위를 주목해 카자흐스탄의 정치참여 환경을 분석하는 데 목적이 있다. 카자흐스탄은 대안세력이 부재하고 정권 교체가 사실상불가능한 선거권위주의 체제로, 이러한 정치적 환경은 사회적 불만이 비제도적 경로로 표출되도록 유인하였다. 소득 격차, 지역 불균형, 그리고 가스 가격상승에 따른 경제적 불평등이 심화되었음에도 불구하고, 제도적 경로인 선거를 통한 불만 해소는 불가능한 상황이었다. 특히 독립 초기부터 씨족 중심주의와후견 네트워크에 의해 정치참여는 소수 엘리트에게 제한되었고, 중앙집권화 과정에서 아킴 제도의 개선요구가 꾸준히 제기되었으나 직선제 도입은 실현되지 않았다. 이러한 제도적 한계와 정부의 억압적통치는 비관습적 정치참여의 주요 배경이 되었으며, 2022년 1월 대중 시위는 폭력과 불법을 동반한비관습적 정치참여 양태로 나타났다. 정부가 경제적 문제를 해결하고 정치참여의 제도적 경로를 마련하지 않는 한, 카자흐스탄에서 비관습적 정치참여는 사회ㆍ정치적 문화와 구조의 변화가 이루어질 때까지지속될 가능성이 높다고 평가된다.
Abstract
This study aims to analyze the political participation environment in Kazakhstan by focusing on the mass protests of January 2022, which signaled the end of the Nazarbayev regime’s monopolization of power. Kazakhstan operates as an electoral authoritarian regime, where the absence of alternative forces and the impossibility of regime change through elections have driven public discontent into non-institutional channels. Despite deepening economic inequality caused by income disparity, regional imbalance, and rising gas prices, institutional mechanisms such as elections have failed to address these grievances. Since Kazakhstan’s independence, political participation has been restricted to a small elite group due to clan-based politics and patron-client networks, and despite growing demands for reforms to the Akim system during the process of centralization, the introduction of direct elections has not materialized. These institutional limitations, combined with the government’s repressive measures, have provided the context for the emergence of unconventional political participation. The January 2022 protests manifested in forms of non-conventional political participation, marked by violence and illegality. Unless the government addresses economic issues and opens institutional pathways for political engagement, it is likely that non-conventional political participation will persist until significant changes occur in Kazakhstan’s socio-political culture and structure.
