Abstract

The purpose of this study is to analyze the leadership succession of Kazakhstan President Nazarbayev from an institutional point of view, and to analyze the reasons for the failure of Nazarbaev's power succession after the Kazakh unrest in 2022. To this end, this study examines President Nazarbayev's power consolidation and succession methods from an institutional perspective. In addition, the effect of the concept of political legitimacy on the maintenance of the dictatorship in Kazakhstan, a republic, was examined. Nazarbayev, who had a conflict with the legislative branch for economic reform in the early days of independence, consolidated his authoritarian system by institutionally guaranteeing his power through a series of constitutional amendments. In Kazakhstan, a republican country, the economic growth of Kazakhstan and the rise of national status played an important role in the background of the consolidation of Nazarbaev's dictatorship. Nazarbayev systematically secured his own power as the 'first president' after his resignation through constitutional amendments before his resignation. However, the legitimacy of Nazarbaev's power was lost due to the negative growth of the Kazakhstan economy and the deepening of socioeconomic inequality caused by COVID-19. In addition, Tokayev's immense power as president was sufficient to neutralize Nazarbaev's power as the first president. Most of the countries that became independent from the Soviet Union have maintained individual authoritarian systems for a long time, and the time to prepare for power succession is approaching due to the aging of the dictators. Therefore, the Kazakhstan power succession case study analyzed in this paper can contribute to analyzing and predicting the power succession process of individual authoritarian countries that share the Soviet heritage. In addition, this paper will be helpful in seeking preemptive strategies and policies for the post-Soviet countries of the new government of Korea, which aims to become a global pivotal country.
