카자흐스탄의 정치 제도 변화: 단절 균형 이론을 중심으로

초록

카자흐스탄에서는 어떤 조건하에서 어떻게 정치 제도가 변화되었는가? 토카예프 대통령은 국민의 민주적 정치 참여 확대와 인권 보호를 강조하면서 정치 개혁을 주도해 왔다. 이는 정치 현대화 정책으로서 나자르바예프와는 차별화된 행보였다. 카자흐스탄의 정치 제도에 관한 선행연구들은 주로 나자르바예프 시대부터 현재 토카예프 정부의 권력 구조를 분석하는데 중점을 두었다. 반면에, 카자흐스탄의 정치 제도가 어떤 조건하에서 얼마나 바뀌어 왔는지에 대해 이론적 틀을 적용해서 변화의 메커니즘을 체계적으로 규명하려는 시도는 거의 없었다. 이에 따라 본 연구의 목적은 단절 균형 이론을 적용해서 카자흐스탄의 정치 제도 변화를 설명하는데 있다. 특히, 나자르바예프부터 토카예프 체제까지 헌법 개정과 하원 선거제도 개편을 중심으로, 토카예프 대통령이 과거와는 차별화된 정치 개혁을 신속하게 추진하게 된 조건과 과정을 분석한다. 이를 통해 정치 현대화 노선이 나자르바예프에서 토카예프로 대통령이 교체되어 나타난 결과물이 아니라, 예상치 못한 2022년 1월 반정부 시위가 도화선이 되어 추진되었음을 보여준다.

Abstract

What conditions have led to changes in the political institutions of Kazakhstan, and how have these changes occurred? President Tokayev has implemented political reforms that prioritize democratic participation and the protection of human rights. This political modernization policy differed from the previous approach taken by Nazarbayev. Previous studies on Kazakhstan's political institutions primarily analyzed the power structure from the Nazarbayev era to the current Tokayev administration. Conversely, there have been few systematic attempts to identify the mechanisms of change by applying a theoretical framework to the extent of change in Kazakhstan's political institutions under specific conditions. This study uses punctuated equilibrium theory to explain the change. It examines the conditions and processes through which President Tokayev quickly initiated political reforms that differ from those of the past, with a focus on revising the constitution and the electoral institutions of the House of Representatives from the Nazarbayev era to the current Tokayev administration. This shows that the political modernization policy was not due to the transition from President Nazarbayev to Tokayev, but an unexpected anti-government protest in January 2022 served as a catalyst.
