보통 미셸 푸코는 민주주의와 거의 관계가 없는 철학자로 간주된다. 그 이유는 민주주의는 보통 대의제를 기반으로 한 제도적인 정치로 간주되는 데 반해, 푸코는 대의제를 비롯한 국가 제도 바깥에서 작용하는 권력에 대한 분석가로 여겨지기 때문이다. 이러한 의미에서 푸코는 내가 바깥의 정치라고 부르고자 하는 현대 정치철학에 속하는 철학자로 간주될 수 있다. 이 글에서 나는 푸코와 바깥의 정치, 민주주의의 관계에 대하여 다음과 같은 점을 보여주고자 한다. 첫째, 마르크스주의와 구별되는 현대적인 바깥의 정치는 예속화와 주체화의 관계를 민주주의의 핵심 쟁점으로 제기한다. 둘째, 푸코는 관계론적 권력론에 기반하여 예속화와 주체화 사이의 관계를 외재적인 대립의 문제로 보지 않고, 내재적인 전화의 문제로 파악할 수 있었다. 셋째, 또한 푸코는 이러한 권력론 덕분에 신자유주의 통치성 속에 함축된 예속화의 문제를 정교하게 제기할 수 있었다. 넷째, 푸코는 일관되고 체계적인 이론을 제시하지는 못했지만, 이러한 예속화에서 벗어날 수 있는 주체화의 문제를 대항품행이라는 개념을 통해 사고하려고 했다. 피통치자라는 정치적 주체와 연결되는 대항품행 개념은 신자유주의적 세계화가 야기한 탈민주화 과정에 맞서 민주주의의 민주화를 사고할 수 있는 한 가지 이론적 도구를 제공해준다.
Abstract
Michel Foucault is usually read as a thinker who has barely anything to say on the democracy. For, while democracy is a political system based on the representative institutions, his main concern is to analyze the power relations outside the institutions. So he might be included among the thinkers of what I call the Politics of the Outside. In this paper I would argue that, first, in the politics of the outside distinct from Marxism the relations between subjection and subjectivation are taken as a fundamental problem for the contemporary democracy. Second, thanks to his own relationalist theory of power, Foucault could see these relations not as a problem of the external opposition but as one of the internal transformation. Third, the theory also serves as a basis for him to take on the issue of the subjection in the neo-liberal governmentality. Finally, Foucault tries to think a mode of subjectivation which might escape this neo-liberal way of subjection through his concept of counter-conduct, which together with the notion of the governed as a new political subject might offer a theoretical tool for thinking the democratization of democracy against the process of de-democratization prompted by the neo-liberal globalization.
