본 연구는 탈냉전기 주한미군과 주일미군의 역할 변화를 다룬다. 냉전 종식 이후 미국은 공격적 현실주의에 기반한 아시아 국방전략을 추구하였으며, 이는 한국과 일본의 대미동맹전략과 결합되어 주한‧주일미군의 역할 변화를 견인하였다. 냉전기 지역방위군의 역할을 담당했던 주한미군은 탈냉전기 동북아의 작전적 기동군으로 그 역할이 변화되었다. 반면, 냉전기 동북아에서의 세력균형과 신속대응전력으로서의 성격이 강했던 주일미군은 냉전 종식 후에는 아태지역의 전략적 기동군으로 그 역할이 변모되었다. 주한‧주일미군의 역할이 확대되면서, 주한‧주일미군간 상관관계는 더욱 심화되었다. 특히, 한미‧미일동맹간 결속력, 한일관계, 주한‧주일미군의 상호 보완적 전력구조 등은 주한‧주일미군의 상관관계를 심화시키는 주요 요인으로 작용하고 있다. 미국은 주한‧주일미군의 역동적 운용을 통해 역내 안보위협에 대응하여 왔으며, 주한‧주일미군 전력의 운용은 향후 아태지역 안보지형의 재편에도 중대한 영향을 미칠 것이다.
Abstract
This research delves into the role change of the USFK and USFJ in the post-Cold War era. Since the end of the Cold War, the United States pursued a national defense strategy geared towards Asia based on aggressive realism, which in combination with Korea and Japan’s U.S. Alliance Strategy, carried the role change of the USFK and USFJ. The USFK, which served the role of regional defense force during the Cold War, was transformed into an operational maneuver force of Northeast Asia during the post-Cold War era. On the other hand, the USFJ, which mostly served the purpose of balance of power and rapid reaction force in Northeast Asia during the Cold War, now had a different role as a strategic maneuver force in the Asia-Pacific since the Cold War came to an end. As the role of the USFK and USFJ gradually expanded, the interrelation between the USFK and USFJ became ever more closely intertwined. In particular, the solidarity between ROK-U.S. Alliance and U.S.-Japan Alliance, ROK-Japan bilateral relations, and the mutually complementary force structure of the USFK and USFJ are primary factors that reinforce such interrelation between the two forces. The U.S. has been responding to regional security threats through dynamic employment of the USFK/USFJ, and its employment of USFK/USFJ will wield a considerable influence over the reshuffling of the future security landscape in the Asia-Pacific.
