이 논문은 2019년 코로나19에 대해 중국이 왜 초기 대응에 실패했는가를 분석한다. 2002년 사스가 발생했을 때에도 중국의 초기 대응 실패는 사스의 전 세계로 확산을 불러왔다. 사스 이후 중국 정부는 방역 과정의 문제점을 해결하기 위해 많은 노력을 기울였는데, 이번에도 다시 같은 잘못이 반복된 것이다. 먼저, 중국의 코로나19 초기 대응 실패에 대한 다양한 논의를 살펴본다. 이어서 2002년 사스 이후 중국이 기울인 개선 노력과 실제 결과를 분석한다. 이를 배경으로 중국이 초기에 코로나19에 어떻게 대응했고, 그 과정에서 어떤 문제점이 있었는가를 분석한다. 사스 대응과 마찬가지로 코로나19 대응 과정에서도 관료주의 문제, 방역 조사의 태만, 표현과 언론의 자유 부재 등의 문제가 나타났고, 이것이 중국의 초기 대응 실패로 이어졌다.
Abstract
This paper analyses the early failure of controlling Covid-19 in China. In the case of SARS outbreak in 2002, China also failed to prevent it from spreading across the world. After the SARS outbreak, China has improved the system of controlling diseases. It, however, repeated the same mistake. First, it investigates discussions on China’s early failure of controlling Covid-19. Then it examines measures that China has implemented to improve the system of controlling diseases and results. Finally, it analyses how China has coped with Covid-19, and what kinds of problems China has. In similar to the SARS in 2002, China committed bureaucratism, inappropriate investigation and adjudication of disease, and lack of freedom to expression and press, which entailed China’s early failure of preventing Covid-19.
