초록

이 연구는 비대칭 동맹의 안보-자율성 교환에 있어서 강압을 통한 동맹제지라는 기존 연구와 달리 어떻게 동맹의 신뢰가 형성되는가를 설명하는데 목적을 둔다. 이를 위해 안보이익의 공통성 확대와 사회화 과정을 활용하여 보장과 통제라는 동맹의 교환 메커니즘을 소개한 후, 이를 검토하기 위해 한미 간 수출통제 양해각서 체결 과정을 살펴본다. 1984년부터 1986년까지 비공식 협의를 진행하는 과정에서 양국은 북한을 비롯한 공산권으로 유출되는 전략물자가 공동의 안보 이익을 저해한다고 보았다. 한국은 수출통제가 대외 무역 활성화에 방해가 될 수 있다고 우려하면서도, 국방력 강화와 기술 자립을 위해 미국 및 서구권의 첨단 기술 도입이 우선 필요하다고 보았다. 양해각서를 통해 미국은 첨단기술의 원활한 이전을 약속하고 정보 공유를 위한 연례 협의체 개최에 합의하였다. 이러한 연구는 반도체 동맹 등 미국 주도의 대중국 견제 및 공급망 재편 압력이 증가하는 상황에서 한국에 던져주는 시사점이 크다.

Abstract

The article aims to explain how states establish the reliability of an alliance unlike previous studies that focused on alliance restraint through coercive measures. To this end, the article introduces assurance and control mechanism using the concept of the commonality of security interests and socialization. It analyzes declassified documents related to the introduction of export controls between South Korea and the United States. During the processes of informal consultations from 1984 to 1986, the two countries confirmed that the illegal transfer of strategic items to the communist bloc, including North Korea undermined common security interests. While South Korea was concerned that export controls could hinder the promotion of foreign trade, South Korea believed that the introduction of advanced technologies from the U.S. and Western countries was a priority for strengthening national defense and technological independence. Through the memorandum of understanding, the United States promised to facilitate the transfer of advanced technologies and agreed to hold an annual consultative body for information sharing.
