트럼프 행정부 시대 한미동맹 분석: 자율성 양보의 요구와 저항

본 논문은 한미동맹을 성격하는 하나의 이론일 수 있는 “자율성-안보 교환” 모델을 적용하여 한미동맹의 발전 경과를 분석하고, 트럼프 행정부와 문재인 정부 간의 상호작용을 분석하기 위한 목적으로 작성되었다. 이를 위하여 강대국과 약소국 간 동맹에 관한 기본적인 이론을 살펴보고, 이론에 근거하여 한미동맹의 역사를 평가한 다음에 트럼프 대통령 재임 기간 동안의 한미 양국 정부의 상호정책을 분석하였다. 분석의 결과, 한미동맹은 “자율성-안보 교환”이 작동하는 비대칭동맹의 전형이었지만, 지금까지 양국은 그것이 노골화하지 않도록 유의함으로써 상호존중의 관계를 유지했고, 한국인의 자긍심을 손상시키지 않았다. 그러나 트럼프 행정부는 기존의 5배 이상에 달하는 방위비분담을 요구하는 등 한국의 자율성 양보를 노골적으로 강요하였고, 이로써 전통적인 상호존중의 관계를 손상시켰다. 이것은 자율성 양보에 부정적이었던 문재인 정부의 입장과 결합되어 한미동맹을 적지 않게 불안하게 만들었다. 다만, 북핵 위협이라는 심각한 공통의 위협이 존재함에 따라 주한미군 철수와 같은 심각한 조치는 결행되지 않았다. 전통적인 상호존중에 의존하는 바이든 행정부가 출범함으로써 공고한 한미동맹으로서의 복원이 기대되지만, 동시에 한국도 “자율성-안보 교환”의 본질을 이해하는 가운데 미국의 요구를 자발적이면서 선제적으로 수용함으로써 상호존중의 분위기를 지속시킬 필요가 있다.
Abstract
This paper is written to analyze the South Korea-US alliance during the Trump Administration through the “Autonomy-Security Trade-off” Model. For this purpose, it introduces theories on asymmetrical alliances, explains backgrounds of South Korea-US alliance and analyzes interactions between US Trump Administration and South Korean Moon Jae-in Administration. As a result, this paper found that both the governments South Korea and the US had tried not to reveal the true nature of South Korea-US alliance in order to respect South Korean peoples’ self-esteem, though the alliance functioned by the “Autonomy-Security Trade-off” Model. However, the Trump Administration acted totally opposite and demanded South Korean yielding of its autonomy such as requesting more than five times of annual cost sharing for the US forces in South Korea for 2020. South Korean people felt their self-esteem was hurt and strongly supported Moon Administration, whose members had a little negative felling about the US-South Korea alliance. But, the common threat, the North Korean nuclear build-up, prevented the Trump Administration from taking drastic measures such a withdrawal of US forces from South Korea. As the beginning of the Biden Administration, which emphasizes mutual respect among allies, South Korea needs to be more voluntary and proactive than before in yielding its autonomy to the US in order to maintain mutual respect with the US.
