북한 비핵화 기대에 의한 한미동맹의 동요: “자율성-안보 교환” 모델을 중심으로

본 논문은 북한의 비핵화를 추진하는 과정에서 한미동맹의 변화가 성급하게 이루어지고 있다는 문제의식에 근거하여, “자율성-안보 교환”이라는 동맹이론을 적용하여 미국 트럼프 행정부와 한국 문재인 정부의 동맹정책의 방향을 분석하기 위한 목적으로 작성되었다. 이를 위하여 본 논문에서는 동맹이론 차원에서 한미동맹의 성격을 규명하고, 북한의 핵위협과 비핵화 현황을 소개한 후에 한미 양 정부의 동맹정책을 설명하고 분석하였다. 본 논문을 통하여 분석해본 결과, 전통적으로 한미 양국 정부는 “자율성-안보 교환”이론에 충실하였다. 그러나 최근 북핵 위협이 심각해짐에 따라 미국은 연루의 위험성을 줄이고자 한국을 방기할 수 있게 되었고, 트럼프 대통령의 방위비분담 증액 요구에서 나타나듯이 한국에게 더욱 많은 자율성 양보를 요구하고 있는 상황이다. 반면에 한국의 문재인 정부는 자율성 양보에 소극적이기 때문에 자칫 주한미군 철수를 비롯한 한미동맹이 극단적으로 약화될 가능성도 배제할 수 없다. 북핵 위협으로 인하여 한미동맹이 다른 어느 때보다 절실한 시기에 한국의 정부는 “자율성-안보 교환”의 이론을 현실적으로 이해하는 가운데 한미동맹을 관리하는 수준에서 벗어나 실제로 강화하고자 노력할 필요가 있고, 방위비분담을 비롯하여 자율성 양보에 더욱 적극적인 모습을 보여야할 것이다.
Abstract
This paper analyzes the policy directions of the Trump administration of the United States and the Moon Jae-in administration in the ROK using the “Autonomy-security Trade-off” model. It reviews alliance theories, applies those theories to the ROK-US alliance, challenges posed to the alliance by the North Korean nuclear threat and current negotiations regarding North Korean denuclearization. This paper concludes that the “Autonomy-security Trade-off” model has traditionally fit the ROK-US alliance. However, the North Korean nuclear threat and Trump policy may have impacted negatively on the ROK-US alliance. President Moon also seems insufficiently cooperative to accommodate US demands. As a result, President Trump may threaten to withdraw US forces from South Korea and the alliance may be seriously damaged. The ROK government should know that it needs an alliance with the US if it wants to protect its people from the North Korean nuclear threat. It should recognize the “Autonomy-Security Trade-off” to keep the alliance strong. The ROK government should do its best to strengthen the alliance instead of its current policy of modestly managing the alliance.
