초록

노무현 정부의 동북아 균형자론은 동북아 대립질서 형성을 제어하면서 협력질서 창출을 위한 방도의 일환으로 천명되었다. 동북아 국가들간 상생과 공생의 협력질서 창출에 한국이 일익을 담당하겠다는 의도다. 균형자론은 지역 국제정치에서 권력구조의 변동을 목표로 하는 것이 아니라 균형외교론이 핵심이다. 21세기 한국 외교는 중진국으로서 위상과 약소국으로서의 위상을 동시에 보여주는 중약국(middle-small power) 외교정책으로서 이원성을 가진다. 이러한 점이 균형자론에 내포되어 있다. 평화지향의 외교, 협력과 상생질서의 구축을 추구해야 한다는 의미에서는 중진국 외교정책의 특징을 보여주고 있다. 동시에 약소국으로서 안보를 우선적으로 보장받으려는 전략적 판단도 내포되어 있다. 편승동맹과 자강론의 결합에서 안보영역의 주권을 확보하는 한편, 지역질서의 안정적 유지를 위해 평화와 협력이라는 보편적 가치를 주창하는 중진국형 외교전략을 동시에 추구하려는 것이다. 한국의 균형자론은 평화협력의 “촉진자,” 예방외교 중심의 “중재자” 그리고 평화질서 구축을 위한 “창안자”의 역할을 포함하고 있다.

Abstract

The Noh Moohyun government's Balancing strategy aims to facilitate a process toward shaping peaceful regional order in the Northeast Asia. It should not be interpreted as an action to transform the current power structure of the region. A basic assumption of the South Korea's balancing strategy is that a regional confrontational order would call for excessive cost for South Korea. South Korea, as a relatively small power, not only requires to guarantee national security, but also desires to perform middle-power type of diplomacy for regional peace. For the former, South Korea continues to strengthen self-defense strategy and the current US-ROK alliance, while it desires to play a constructive role in making more peaceful regional order for the latter. In this sense, the South Korean diplomacy can be conceptualized as "middle-small power's diplomacy," which is implied in the current balancing strategy of the Noh government. With Balancing strategy, South Korea aims to play a role as "facilitator" "mediator" and "initiator" for establishing peaceful regional order.
