이 연구는 외교안보방위정책이 갖는 정부간주의적 성격으로 인해 유럽의회 역할의 명백한 한계에도 불구하고, 유럽의회가 이 영역에서 어떤 방식으로 권한을 강화해왔는 지를 검토했다. 이를 위해 정보권한, 자문권한, 예산권한을 중심으로 외교안보 분야에 있어 유럽의회의 실질적인 역할과 기능을 살펴보았다. 이를 통해 외교위원회와 안보방위위원회가 이사회와 같은 경쟁 입법기구로부터 외교안보분야에 대한 정보를 획득할 수 있는 중요한 기제로 작동하고 있음을 확인할 수 있었다. 하지만 외교위원회의 영향력은 동 정책에서 유럽연합의 다른 경쟁기구들과 비교해 유럽의회가 가진 권한에 비해서는 상대적으로 제한적이라 볼 수 있다. 유럽연합의 정책결정은 개별회원국을 대표하는 각료이사회와 범유럽 시민을 대표하는 유럽의회 사이의 상대적 영향력을 반영한다. 유럽의회는 공동결정절차를 통해 입법 과정에서 꾸준히 영향력을 강화시켜왔다. 현재는 외교안보정책을 포함한 광범위한 영역에서 공동결정절차가 적용됨으로 인해 유럽의회의 의제 설정 기능은 강화되고 있다. 하지만 동 연구를 통해 확인할 수 있듯이, 외교안보 분야에 있어서 의회에 부여된 정보권한, 자문권한, 예산권한은 정보 사안의 민감성, 안보방위작전의 사전, 사후와 같은 자문 시점의 모호성과 예산의 성격에 따라 유럽의회의 관여 기회에 영향을 준다.
Abstract
Despite its obvious limit due to the inter-governmental characteristics of foreign and security policy, this research has been examined how European Parliament reinforced its authority in the domain. The research examined European Parliament’s actual role and functions in information, advisory, and budgetary authorities. According to the research, the Foreign Policy Committee and Security Defense Committee are taking important role in obtaining related information from rivalry legislative organization such as the Council. However, the influence of Foreign Policy Committee is relatively weak compared to other domain of the European Parliament’s and other rival organizations of the European Union. Policy makings of the European Union reflects the relative influence of both Council of Ministers which represents the individual member state and European Parliament which represents the whole citizens of Europe. European Parliament has been reinforced its influence via co-decision procedure in legislative process. Currently, the co-decision procedure is applied to extensive field including foreign and security policies which strengthens the agenda setting function of the European Parliament. However, as this study shows, the information, advisory authority, and budget authority granted to the parliament in the field of foreign and security affairs depend on the sensitivity of information, ambiguity at the time of consultation such as before or after security defense operations, and the nature of the budget influence the European Parliament's chances for engagement.
