본 논문에서는 EU가 현재와 같이 FTA를 적극적 통상정책으로 활용하고 있는 데에는 다음의 두 가지 요인이 주효하였다고 판단하고 있다. 첫째, EU는 FTA 체결 후 중장기적으로상대국과의 무역 불균형을 해소해 올 수 있었다. 거대 경제통합체로서 EU는 원산지 규정상누적(Accumulation)조항 적용에 유리하며, 거대경제권으로서 FTA 이후 관세장벽 철폐에도해외투자가 충분히 유입된다. 둘째, 공정 및 생산에 관한 공동체의 규범을 상대국에 규제함으로써 이점을 얻을 수 있다는 것이다. 안전기준, 화학물질규제기준, 인증제도, 환경기준 등에 대해 상호 협의하기는 하지만 EU 기준에 대한 근접정도가 높으며, 이는 역내국에 대체로 이익이 된다. 본고에서는 ‘공정 및 생산방식 (Process and Production Methods:PPMs)’에 관한 이론 고찰과 함께 한-EU FTA를 통한 실제 사례 검증을 시도하였다
Abstract
This paper examines the EU's Common External Policy, especially focused on the strategy for the Free trade agreement. The Community is able to push actively ahead with FTAs because of the following main points. First, EU has rectified the trade imbalance between the Community and trade partners after FTA going into effect. EU, as regional economic integration seems to be at an advantage to put in the accumulation clause as rules of origin. And foreign direct investment is brought into the Community though the tariff elimination in free trade area. Second, the Community is taking a high standard of product and process regulation in the field of safe criterion, REACH(Registration, Evaluation,Authorization and Restriction of Chemicals), standardsand conformity assessment system, environmental standards etc. The Community, which tend to have high process standards, would ideally like these rules to be extended to the EU and the partner states as a whole. Lastly, the EU has developed common commercial policies involving ‘Process and Production Methods ’, to apply those to both internal and external.
