이 논문은 2008년 미국발 금융위기로 촉발된 세계경제위기 국면에서 한국형 자본주의 모델을 모색하기 위한 시론이다. 신자유주의의 위기로 자본주의 4.0, 국가자본주의 등 다양한 담론이 등장하면서 새로운 자본주의 모델에 대한 논의가 활성화되고 있다. 1997년 외환위기를 겪으며 한국의 발전국가 모델에 일정한 수정이 이루어졌으나, 세계경제위기는 또 다른 변화를 요구하고 있다. 모델의 모색을 위해서는 세계적 차원의 질서라는 구조적 변수를 먼저 고려하여야 한다. 하지만 구조적 제약이 반드시 자본주의 모델의 수렴화로 이어지는 것은 아니다. 자본주의 다양성과 유형화 논쟁에서 알 수 있듯이, 제도적 비교우위와 경로의존성 그리고 제도 간 상호보완성이 개별국가의 선택을 결정하기 때문이다. 구조적 변수는 수렴을 가속화시키는 뱡향으로, 경로의존성과 상호보완성 변수는 모델의 다양성을 촉진시키는 방향으로 작동할 것이다. 한국이 국가자본주의 형태를 지향할 것인지, 자본주의 4.0의 방향을 지향할 것인지, 아니면 다른 형태를 모색하여야 하는지의 문제를 고민함에 있어서, 경로의존적인 측면과 경로탈피적인 측면 그리고 각 제도들 간의 관계에서 상호보완성을 담지하면서 한국만의 제도적 비교우위를 어떻게 지켜날 것인지가 핵심적인 사안으로 고려되어야 한다.
Abstract
This article explores Korean model of capitalism in the midst of global economic crisis. Since the onset of the crisis, various discourses on the model of capitalism such as Capitalism 4.0 and State Capitalism have blossomed. After the 1997 currency and financial crisis, Korean developmental state has gone through encompassing transformation. The 2008 global economic crisis asks for another transformation. In order to design Korean model of capitalism, structural constraints from the global economic order must be considered first. However, structural constraints do not lead to the convergence of model. As can be seen from the argument of varieties of capitalism, institutional comparative advantage, path dependency and institutional complementarities still matter and determine the state's choice of model. Structural constraints tend to amplify the trend of convergence, while path dependency and institutional complementarities reinforce the trend of varieties. In deciding whether Korea will adopt the state capitalism model or capitalism 4.0 or search for another model, how to maintain the institutional comparative advantage of Korea should become the focal point of consideration.
