이 글은 한국 자본주의 위기의 근원이 성장 체제의 한계에 있다는 점을 논의한다. 이를 위해 1990년대 이후 형성된 한국형 성장 체제의 특성들을 여러 가지 지표를사용하여 살펴보고, 2010년대 중반 이후 나타난 위기 구조의 양상을 검토한다. 본논문에서 주장하는 바는, 한국형 성장 체제가 과거 동아시아형 모델에서 벗어나‘비공유적 저성장(unshared and low growth)’ 모델로 변화하고 있으며, 그에 따른 위기의 본질은 국가와 사회가 이러한 성장 체제의 변화에 대해 대응할 의지와능력을 보이지 못하고 있다는 것이다. 여러 차례의 민주화 국면에서 제기된 공유적지향성은 성장 체제에 착근되지 못하고 발전주의 위주의 체제가 지속되었지만, 미국·일본·중국과 연결된 이러한 발전주의 위주의 성장 체제는 한계에 부딪힌 상황이다.
Abstract
This article argues that the crisis of capitalism in South Korea is embedded in the limits of the growth regime, based upon an examination of the characteristics of the Korean growth system since the 1990s using a range of indicators, and a consideration of how the crisis has been structured since the mid-2010s. The Korean growth regime has shifted away from the East Asian model towards an ‘unshared and low growth’ model, and the essence of the crisis is the inability and unwillingness of the state and civil society to respond to this change. The shared growth orientation raised during several phases of democratisation failed to be embedded in the growth regime, and the developmentalist regime continued. However, this developmentalist growth regime linked to the US, Japan, and China has reached its limits.
