현재 전 세계를 지배하는 단일한 정치경제모델은 존재하지 않는다. ‘자본주의의 다양성’의 접근법은 지난 30년간 유지되어 온 선진산업국가의 정치경제모델을 자유시장경제와 조정시장경제로 구분한다. 하지만 좀 더 자세히 보면 영국, 미국, 독일, 일본, 스웨덴, 네덜란드 등 다양한 나라별로 차이를 발견할 수 있다. 이러한 정치경제 모델들은 고정적인 형태를 유지하는 것이 아니라, 새로운 외부적 환경에 적응하거나 내부의 다양한 사회세력들 사이의 정치적 과정에 따라 지속적으로 변화하기도 한다. 최근 세계 각국의 정치경제모델은 지구화되는 세계경제와 정보기술이 주도하는 지식경제에 적응하기 위한 다양한 정책 개혁을 추진하고 있다. 동시에 자유주의적 경제 질서에 대한 사회민주주의 대안도 새로운 형태로 변화하고 있다. 대안적 정치경제모델의 내용은 서로 유사한 경우도 있지만, 역사적 배경이 다른 나라들의 상이한 요구 때문에 동일한 유형으로 수렴되지 않는 경우도 많다. 한국에서도 다른 나라의 모델을 그대로 모방하는 것은 현실적인 대안이 아니다. 다른 나라들의 구체적 사례를 학습하고 벤치마킹하면서도 우리의 실정에 맞는 ‘한국 모델’을 끊임없이 실험하고 창조해야 한다.
Abstract
In contemporary world, the single dominant model of political economy does not exist. The ‘variety of capitalism’ approach attempted to explain two different political economic models of Liberal Market Economy(LME) and Coordinated Market Economy (CME) in advanced industrial economies. But we find out that there are more variations from British and American models to German, Japanese, Swedish, and Dutch models. These political economic models are consistently changing to adapt the external and internal conditions of social forces. Most government pursued policy reforms to adjust the globalizing world economy and the informational economy. Since the 1990s fundamental change emerged in the social democratic alternatives to liberal market economy. The alternative political economic models show some similarity in some aspects, but they are transforming into different models due to different historical background and social and political relations. The Korean government should learn some lessons from the success and failure of the political economic models in advanced industrial economies, creating a unique model for the country, rather than simply following the experiences of foreign models.
