초록
북핵위기와 관련해서 주목해야 할 측면 중 하나는 유엔, 특히 유엔안보리가 대북제재를 결정하는 과정에서 주요 행위자로 등장했다는 점이다. 북한 핵개발과 관련된 안보리결의안은 제1차 북핵위기의 단초가 된 북한의 NPT 탈퇴 재고를 촉구하는 결의안 825호를 필두로, 모두 7차례 채택되었다. 그러나 NPT 체제 또는 6자회담에 주목한 연구성과들이 다양하게 축적되어 있는 반면, 북핵위기 관련 행위자로서 유엔안보리에 주목한 연구성과는 많지 않은 형편이다. 이는 북핵위기에 관한 기존 연구성과와 더불어, 북핵위기를 다루는 과정에서 드러난 유엔안보리의 역할과 한계는 무엇인지에 대한 연구가 필요하다는 것을 보여준다. 이 연구는 북핵위기를 다루는 과정에서 채택된 안보리결의안 분석을 통해, 탈냉전기 핵확산금지레짐과의 연관성 속에서 유엔안보리의 역할과 한계를 살펴보고자 한다.
Abstract
With regard to the North Korean nuclear crisis, it is notable that the United Nations, in particular, the UNSC(United Nations Security Council) has played a key role in making a decision of sanctions against North Korea. The UNSC resolutions have been adopted seven times, including resolution 825 which called upon North Korea to reconsider its withdrawal from the NPT in 1993. By contrast to robust production of research papers regarding NPT regime and the Six Party Talks, there have been a few researches focusing on the UNSC's role in relation to the North Korean nuclear crisis. The major objective of this article is to examine the roles and limitations of the UNSC in terms of NPT regime with an analysis of the context of the UNSC resolutions which left sanctions against North Korea.
