유엔 대북제재 결의의 의미와 효용성 및 한반도 주변국의 역할

본 연구는 네 차례 전개된 유엔안전보장이사회의 대북제재결의의 내용과 특징을 파악하고, 크게 두 시기로 나누어 2012년 이전의 두 차례의 결의 1718호, 1874호의 성과와 한계를 살펴보고, 올 해 채택된 결의 2087호, 2094호의 내용과 의미를 짚어 볼 것이다. 그리고 과거 결의의 한계를 벗어날 수 있는지 평가하고자 한다. 이를 바탕으로 북한에 대한 압박에 실효성이 있을지에 대해 평가하고, 실효성을 높이는 방안과 나아가 근본적으로 이러한 문제들을 극복할 수 있는 방안은 무엇인지에 대해 살펴보고자 한다. 이 과정에서 주변 주요국가(6자회담 참가국)의 역할에 대해서도 함께 검토하고자 하였다. 유엔제재 결의를 통해 북한의 행동을 막는 데는 여러 가지 측면에서 어려움이 나타나고 있다. 자료를 통해 살펴 본 바와 같이 무기수출은 수출량의 극히 일부에 불과하여 이를 통제한다고 해도 북한에게 경제적 압박을 가하는 데는 어려움이 있을 것으로 나타나고 있다. 그리고 통제하기 위한 사전 정보(믿을 만한 합리적 정보)를 확보하는 데도 회원국들에게는 역부족인 면이 있다. 사치품의 무역 역시 극히 일부만이 확인될 뿐이다. 더욱이 북한을 통제하는 데 있어 가장 중요하게 중국의 역할이 필요하지만, 가장 많은 무역을 담보하고 있는 중국이 자국과의 무역을 중단시키는 데는 국익과도 무관치 않으며, 동맹관계의 북한에게 취하는데도 한계가 있을 것이다. 이와 같이 유엔안보리의 결의는 내용적으로 보완되어 가는 것이 사실이지만, 실질적인 효과를 거두는 것이 쉽지 않다는 평가를 내릴 수 있다. 오히려 물리적 행동을 취하지 못하기 때문에 결의를 만들어야 하는 불가피성이 있다고 평가할 수 있을 것이다.
Abstract
This study will grasp contents and characteristics of sanction on North Korea that have been progressed four times by United Nations Security Council, and look into accomplishments and limitations of Resolution No. 1718, 1874 before 2012 after dividing it into two period, and then examine contents and meaning of Resolution No. 2087, 2094 that have been adopted this year. Also, the study intends to evaluate whether new resolutions could get out of limitations in past resolutions. Based on these results, this study will evaluate whether such measures would have effectiveness in oppressing North Korea, and survey which methods of overcoming such matters fundamentally are desirable together with ways of enhancing its efficacy. In this process, the study intended to check roles of surrounding key countries (participants in six-party talks) too. Difficulties have been displayed from various aspects in stopping North Korea's actions through United Nations' resolutions. Same as reviewing through data, arms exports is nothing more than an extreme part of total exporting amounts, so difficulties are come out in doing economic pressures to North Korea even if controlling arms exports. And ensuring prior information (reasonable information to believe) for controlling arms exports is beyond the capacity of member nations in some ways. Regarding to luxury goods, a part of them are confirmed too. Moreover, the role of China is most important in controlling North Korea, but stopping mutual trades will not be irrelevant to their national interests because China secures the largest trade with North Korea, and also China will have limitations in taking measures to North Korea based on alliances. Thus, resolutions of United Nations Security Council are actually being supplemented in contents, but an evaluation could be done such like it is not easy to get substantial effects. On the contrary, the inevitability of having to made resolutions is existed because physical actions are evaluated as not being able to be taken.
