이 글의 목적은 미국을 위시한 국제사회의 대북제재가 어떠한 한계를 노정하고 있는가를 분석하고 그 대안을 모색해보는 데 있다. 북한이 핵개발을 처음 결정했던 시점으로부터 현재까지의 역사적 사례를 경로의존성에 입각하여 분석해보면 북한이 핵을 포기할 가능성은 결코 없으며 그들이 주장하는 ‘선 평화협정 체결, 후 비핵화’ 주장은 기만적인 전술에 불과하다는 점을 알 수 있다. 또한 국제사회의 대북제재가 북한에 어려움을 가중시키고 있는 것은 사실이나 그것이 북한의 태도 변화를 끌어낼 만큼 ‘충분히’ 효과적이지는 못하다는 점도 입증됐다. 이 같은 상황에서 미국은 대북제재의 새로운 대안을 모색해야 한다. 역사적인 사례를 검토해 볼 때 북한의 태도변화를 도출할 수 있는 방법은 군사적인 강압에 의한 것 밖에 없다. 지금까지 미국이 보여준 대북제재에 있어서의 결정력의 한계를 극복하고 북한의 태도변화를 끌어내기 위해서는 군사적 강압 수단을 개발하여 북한에 진정한 위기의식을 각인시켜야 한다.
Abstract
This article explores what limitations the international sanctions against North Korea would have and what would be viable alternatives. When we analyze North Korea's historical path of nuclear development from beginning until now, we come to believe that North Korea would never give up its nuclear ambition and its contention for peace settlement first before denuclearization is nothing more than a tricky tactics. Although the international sanctions are squeezing North Korea, we realized it is not an effective hammer strong enough to change North Korea. Under this situation, the US must come up with a new viable alternative. In view of historical instances, the best solution we can think of is the use of military coercion. It is to transcend the limitations of sanctions and develop a workable strategy including force of arms to drive North Korea into a critical situation blocking all escapes.
